1 GBCD Officer’s Information October 31, 2008 Camp Kaleo

2 Constitution  Name –Georgia Baptist Conference of the Deaf  Goal –Encourage church services, teaching, training and Christian Fellowship among the deaf workers and the deaf throughout the Georgia Baptist Convention –Bring together –Unite –Counsel –Accept the Holy Bible –Elect own officers –Choose own committees –Plan its own meetings  Membership –Deaf & Workers with the Deaf –Churches give to Cooperative Program

3 Constitution  Membership (con.) –Elected Messengers = active members (discussing & voting) –All Others = Visitors  Elected Messenger - Voted on in business meeting of church to represent their church  Affiliation - Cooperate with all agencies of Southern Baptist Convention, of which it is a part.  Administration - Officers -Deaf or Hearing (Trustees, one each every year)  President - Deaf every other year

5 Constitution  Committees –Credentials –Nominating –Steering –Carter E. Bearden Missions Committee –President can appoint other committees

6 Constitution  Meetings - –Yearly –Norman Park –Toccoa (alternate years)  Changes - –Vote by GBCD 2 years ahead –Between meetings, officers can make changes  Amendments –2/3 vote of members present –Written to Steering Committee at beginning of conference

7 By-Laws  Officers –SBC church members –Attended GBCD 2 or more years (can be elected during 2nd year attending) –Elected at end of meeting  Nominations –Nominating Committee –From the floor –Except PRESIDENT  Each elected Annually

8 By-Laws  President  Vice-President  Secretary, Treasurer, Webmaster  Others  1 year  5 years (up to)  2 years (up to)  All help with Planning and Registration

9 By-Laws  President  Direct regular and called business meetings  Member of all committees because is president  Responsible for the program of the conference  Other Officers help in the planning and meeting

10 By-Laws  Vice-President  Direct the conference in absence of President  Chairman of the Nominating Committee  Serve on all committees  Work closely with President  Use this year to learn and prepare for next year  Becomes President next year  Collects Volunteer applications for Child Protection Policy

11  Secretary -  Keep permanent record  Minutes mailed to all churches 2 months after the meeting, by Language Missions office  Minutes available beginning of meeting and in print during meeting  Registration, daily list of registrants  Balance registrants with treasurer’s money  Contacts meeting place for arrangements  Prepare Roll Call for Sat meeting By-Laws

12  Treasurer  All receipts and expenditures of funds  Careful record  Books audited by Trustees at conference  Written report given at the meeting  Receive registration forms and fees  Pay all possible bills at meeting and conference bill after meeting  Change for registration  Count daily receipts  Assist with registration  Checks with 2 signatures - Pres., VP, Treasurer

13 By-Laws  Historian  Collect and keep in annual order all papers  Brief summary each year  Decide how to display items  Plans for taking photo of all at conference as a group and officers

14 By-Laws  Interpreter-Coordinator  Everything presented in Sign and Voice, if Deaf and Hearing present  Lighting and Sound for interpreters  Learn from officers before the meeting, when are interpreters needed  Liaison with Interpreter Training Program Advisory Committee. Report to officers’ meetings  Send volunteer interpreter sheet  Plan a Fellowship for interpreters, if wanted

15 By-Laws  Workshop Coordinator  Plan workshops for adults attending GBCD –Discipling –Interpreter Training –Leadership Training  Conduct an evaluation of all workshop

16 By-Laws  Webmaster  Collecting information and updating the GBCD Website  Maintain and update all e-mail groups, accounts and mailing lists.  Post draft documents for the GBCD conference

17 By-Laws  Jr. GBCD Coordinator  Workshops and fellowships for all youth 13 years and above.  Plan Pizza Party if desired.  Coordinator and volunteers fill out Volunteer application form for Child Protection Policy  Children’s Program Coordinator  Plan activities for children of GBCD participants during workshops, business meeting and worship services  Arrange nursery workers as needed, if possible  Coordinator and volunteers fill out Volunteer application form for Child Protection Policy

18 By-Laws  Worship Coordinator  Plan and Conduct all parts of worship services  Printing worship programs  Music  Sound System  Scripture reading and prayer  Schedule worship services

19 By-Laws  Trustees  Attend all meetings of officers  Audit treasurer’s books Friday night  Assist with registration  Assist treasurer in counting receipts and reconciling accounts nightly and at close of conference  Checking registrants at meals  Receive applications for vendors and arrangements

20 By-Laws  Credentials Committee –Examine application of people desiring membership –Provide members a card name address church affiliation church office held church leader’s signature  Nominating Committee –Nominate 1 person for each office –Contact persons before the conference –People must attend the conference and be willing to serve

21 By-Laws  Steering Committee –Receive in writing all new business before the business meeting –See that items are clearly stated  Business can be voted on when 1/2 of registered messengers are present  Carter Bearden Missions Committee –Chairman and at least 3 voting members, including Missions Coordinator –Responsible for distribution of mission funds –Meet at least 2 times a year –Gives a written report to the final GBCD officers’ planning meeting and annual GBCD business meeting –Decisions by majority vote –Members can serve up to 5 years

22 By Laws  Order of Business –Opening and Prayer –Voting on Minutes –Treasurer’s Report –Committee Reports –Old Business –New Business –Voting for Officers –Closing Prayer

23 By-Laws  Vacancies –President may appoint until next regular meeting –If President and Vice President are absent, next officer in constitution will lead meetings (Secretary, Treasurer, Historian, Interpreter Coordinator, Deaf Ministry Coordinator, etc.)  Disagreements –President refers to Trustees  Amendments –2/3 vote by messengers –in writing before the meeting
