2 DONOR Participation CFC 50 Commission RecommendationsOPM Response in CFR 950 Expand the community of individuals who can be solicited 950.102 (d) – Adds contractors, credit union employees and other persons present on Federal premises including retired personnel for single contributions by credit card. Allow new employees to make pledges immediately upon starting Federal service 950.102(1) – New Federal employees may donate within 30 days of hiring outside the campaign period. Develop process to allow current donors to renew or continue existing pledge with a simple box check 950.402 & 950.505(c)(1) Currently possible using Nexus online and reasonable to assume same process could apply with move to all electronic giving.

Strengthen regs regarding federations to increase transparency and accountability §950.301 (e) (1)specifies that federations provide a copy of each member organization’s application, 950-302 (d) & (e) require dates upon which disbursements must be made to members, adds additional reporting requirements, and prohibit deductions of dues/fees from the disbursement of CFC contributions.
