6 Warsaw University of Technology  Preparation of the Project  Assist the Beneficiary through the whole grant application cycle  Develop the model case  Resolve sector specific issues  Separation of eligible costs  High non-eligible costs  Possibilities for Co- financing in case of a public institution Distribution Grids  Network refurbishment  Exchange of old transformers  Increase Energy Efficiency  Saving potential up to 50 GWh/a Poland

7 Market Study for a Sustainable Finance Facility  Review of Technologies and Processes  Wind  Small-scale hydro  Biomass heat fuel switching  Industrial efficiency improvements  Review of market dynamics: in terms of drivers and barriers  Energy prices  Regulations and support mechanisms  Barriers: financial, technical, regulatory, institutional  Implications for SEFF structure and design  Technologies  Project size  Financial terms required by SMEs  Impact on ESCOs  Technical assistance Hungary

8 Horizontal Activities  State Aid issues (FGD’s)  CBA Training and CBA guidelines for energy projects  EE + RE - project pipeline identification  DH systems - project pipeline identification  Database with unitary costs for EE and RE  Review the design codes / standards for DH design Romania

9 Challenges and opportunities  (Public) Buildings and SMEs  Project identification bundling projects – building pipelines  Co-financing!  Transfer of approaches  Experiences from other member States

10 JASPERS Support  Support for projects under competitiveness, regional, infrastructure or environment OPs  JASPERS may support projects below EUR 25m threshold due to complexity of sector  Draw on expertise of EIB, EBRD  Support for:  Individual projects (public buildings, SME, industry)  Funding facilities  Resolving horizontal issues, eg:  State aid issues  Setting grant rates  Market studies / demand  Pipeline identification, preparation of a call  EE as part of urban rehabilitation programmes

11 Contents of the Ops in the Czech republic OP Environment Exploitation of sustainable energy resources  € 0.67 billion i.e. 13.7 % of the OP E is earmarked for priority axis 3 from EU funds.  E.g. installation of wind power plants, application of waste heat technologies, insulating systems for buildings, construction and reconstruction of central and block boiler houses, installation of renewable sources of energy especially heating and warm water preparation - solar systems, biomass furnaces, heat pumps, etc. OP Enterprise and Innovation Effective energy  € 121.6 million i.e. 4.0 % of the OP EI is earmarked for priority axis 3 from EU funds.  E.g. the building and reconstruction of facilities for the production and distribution of electrical and thermal energy made from renewable resources, implementation and modernisation of measuring and regulating systems, modernisation, reconstruction and decrease in the losses in supply systems for electricity and heat, etc
