CSEA Chapter 471 2013 Initial Bargaining Survey Results CSEA Chapter 471|Sweetwater Union High School District | www.csea471.com California School Employees Association Sweetwater High Chapter 471 - Region 52 - Area K Sweetwater Union High School District – Chula Vista

The following is a list of items that we need you to rank in order of preference with 1 being the most desirable and 6 being the last resort if we had no other options in dealing with the District's financial condition during our negotiation process. With the passage of Prop 30, the district is in a better financial condition but unfortunately there is still no pot of gold. 2 013 Initial Bargaining Survey Results

What suggestions do you have on how the District could cut waste instead of making cuts to classified employees and salaries? Top Ten Responses 1.- Too many consultants 2.- Check Money at PDC and Categorical, where they spend those moneys? 3.- I don’t see the need for 3 A.P per High School plus one ASB AP. 4.- Cut Spending on new Dell computers and/or latest technologies. 5.- Replace grass landscapes with low maintenance alternatives 6.- Get rid of South Bay Services. 7.- Eliminate stipends for Directors, Principals and Management. 8.- Eliminate unnecessary administration positions at the district office. 9.- Cut all food purchases for meetings and Professional development. 10.- Reduce spending on supplies and on electricity.

2 013 Initial Bargaining Survey Results What is the best way for us to communicate with you on a regular basis? i.e. Personal email/phone.

2 013 Initial Bargaining Survey Results Should we bargain together with the other CSEA Chapters? Results by percentage

2 013 Initial Bargaining Survey Results Should we include language changes in our contract regarding Article 17 Transfer and promotions that ensures our permanent employees get open positions before Student Workers, Substitutes, and external candidates? Results by percentage

2 013 Initial Bargaining Survey Results Should we try to get back the frozen vacant positions that we gave up in 2011 and 2012? Results by percentage Top Five Comments 1.- Only to place people that might be layoff 2.- No if it hinders present jobs 3.- Not at cost of reductions to members 4.- Only after careful/fair analysis that the positions are truly needed. 5.- No if we can use them as cost savings

2 012 Initial Bargaining Survey Results Should we add language that requires the district to include CSEA members on the interview panel? Results by percentage

2 013 Initial Bargaining Survey Results What rights do you wish you had in the workplace that you do not have now to be included in our contract? Top 10 Responses 1.- Respect the job description a receptionist is not attendance. 2.- Employees should vote on important matters like paying for attorneys for board members and anything that impacts the district budget. 3.- Not to increase the medical benefits cost every year. 4.- 1 hour lunches. 5.- Fair promotion opportunities. 6.- Yearly training opportunities. 7.- Coverage for other positions should only be when people are out more that 3 consecutive days and not during lunches. 8.- Contract needs to be clear on what a back-up can and cannot do if the employee is physically present. 9.- If one is sick and want to make up time instead of being docked. 10.- Re-evaluate the exams for more valid methods of evaluations.
