Distribution Efficiency – “Small rural utilities are not subject to PUC regulations, but do face significant informational barriers to implementing DE measures. As a result, they are much less informed about DE opportunities, are much less likely to have knowledgeable employees and much less likely to have conducted research into DE potential on their systems. 5. 2015 Workplan S/R Subcommittee has $30,000 budgeted in the 2015 RTF work plan for new measure development. In 2014 the Subcommittee discussed work plan prioritization and decided to pursue a scoping study to identify conservation measures – Measures from other regions – Measures from IOUs in the NW – New measures in the 7 th Plan – ACEEE – Other sources If the Subcommittee approves funding for a scoping study, Ryan/Jenn/Eugene would like to work with a sub-subcommittee to develop the RFP and get the work started. 5
