3 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N 3 BPA EE adds value to the region  Regional Programs: develop and implement programs that offer economies of scale for BPA’s customer utilities  Technical Assistance: provides engineering and other assistance for acquiring energy efficiency  Regional Technical Forum (RTF): coordinates with the RTF to determine conservation measure cost, energy savings and specifications  Fills the EE pipeline: new technologies, products and services to meet the savings targets

4 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Efforts to Assist Small/Rural Utilities  BPA offers increased allowance for performance payments (30% as opposed to 20%) for our small and/or rural customers  BPA participates in two groups that identify specific areas where BPA and other regional stakeholders can improve support of S/R customers RTF’s Small/Rural Subcommittee, which has a technical focus, e.g., school measures BPA Small/Rural Workgroup, which has a non- technical, implementation focus 4

5 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N BPA’s Small/Rural Workgroup  Members include: BPA staff; Public Power Council; Northwest Requirements Utilities; Council staff; NEEA staff  Communication pieces: Aimed at clarifying the roles and responsibilities of the various NW energy efficiency organizations  Tools: Excel-based tools to help an S/R utility to figure out where to focus efforts and achieved savings  Case for Conservation: An effort by BPA to build the business case and value proposition of conservation from a utility's perspective 5

6 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Tools  BPA has collaborated with utilities, NEEA and other stakeholders to develop some tools to help utilities acquire energy efficiency savings Residential Building Stock Assessment (RBSA) Utility Potential Calculator (UPC) Energy Efficiency Maximizer (Maximizer)  These can be used together or separately 6

7 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N 7 Residential Building Stock Assessment  A comprehensive research study of energy efficiency in Pacific Northwest residential buildings  Data are in 30 sub-regions, not at the territory level  Allows utilities without their own data to “get in the ballpark”  Data, available through BPA, can be used as inputs in the Utility Potential Calculator

8 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N Utility Potential Calculator (UPC)  Tool developed by BPA to estimate efficiency potential in a utility’s territory More granular than the Council’s 6 th Plan target calculator but not as comprehensive as a full potential assessment Based on the 6 th Plan’s supply curves, but more options for customizing to a specific service area than the Council calculator Can adjust population, square footage, saturation rates 8

9 B O N N E V I L L E P O W E R A D M I N I S T R A T I O N EE Maximizer  Provides customer utilities with a portfolio planning tool to enable the maximization of BPA funding and/or self-funding  Can be effectively partnered with the UPC  Tool is an outcome of BPA’s regional collaboration to help small and/or rural utilities 9
