3 Programs Yale has: –A Fleet Safety Committee –Two Policy & Procedures involving drivers University Policy 1705 – Automobile Fleet University DOT Driver’s Policy –Two Driver’s Training Programs Yale “Defensive Driving – Light Vehicles” online course DOT – What Employees Need to Know About Alcohol and Drug Testing. –Also has a Supervisor portion.

4 Yale’s Fleet Safety Committee Made up of members from the 8 departments with the largest number of vehicles. –I.E. Facilities, TRS/Mail, Parking & Transit, Grounds Maint, Athletics, YPD. Meets Periodically –Look at accident trends –Accident evaluations –Look for proactive solutions –Make recommendations to HR or Depts. on accident outcomes Disciplinary or training opportunities Coordinates with Departmental Fleet Coordinators on issues. 4

6 Yale DOT – Driver and Drug Testing Policy Policy on Alcohol and Controlled Substances Testing for Commercial Drivers –Written in 1996 –Revised in 2010 –Covers Covered Employees Covered Vehicles Prohibited Conduct Required Testing Driver & Supervisor Training Consequences of Violations

7 Driver’s Safety Training Program Online through TMS system –5,589 Faculty, Staff & Students have taken course 3,861 class room course 1,728 On line –Went online in spring of 2010 –45 minute interactive slide program –Combination of PPT slides and videos –After each section a test is required (recorded) to continue –Final test at end and recorded in the takers TMS system

8 Driver’s Safety Training Program The course covers the following subjects and must be taken by all Students and is suggested for Faculty or Staff members who use a Yale owned vehicle or rent vehicles for business use (see Policy 1705) –Seeing and being seen –Having heightened awareness –Managing your speed –Road, user and weather hazards –Having the right attitude

9 Driver’s Safety Training Program After completing this course the employee will be able to: –Complete a pre-trip vehicle inspection –Understand the basic of Hazard Perceptions and what to look for. –How to use “What If” scenarios while driving –Manage their speed and space –Drive defensively under any weather or road conditions

10 Driver’s Safety Training Program Benefits of this program –Reduction in auto accidents and claims –Consistency –Ease of taking the course At home, in the office where ever you have a computer Depending of individual 30 to 45 minutes to take You can leave and resume at your pace –Reduction in department’s accident claim deductibles –Reduction in your personal auto insurance rates

11 DOT - Training Classroom given course –Involves HR, YHP, Outside Consultants and Risk Management –Employee portion is delivered via; US DOT handout –Cover and sign acknowledgement –Supervisor portion is a 2 hour mandatory classroom course.

12 DOT - Training Employee’s portion covers: –Who is covered under this policy –Who is subject to drug testing –What conduct is prohibited –Drugs that DOT test for –When testing will occur –How test are conducted –What happens when you refuse –What happens when you fail a drug test

13 DOT - Training Supervisor’s portion covers the following; –Overview of DOT drug testing program –Supervisor’s responsibilities in the testing process. –Employee conduct that is prohibited –Circumstances for testing –Consequences of a failed test –Signs and symptoms of drug and alcohol abuse

14 DOT - Training Benefits of the Program –Keeps Yale out of harms way with Federal Regulations –Insures drug and alcohol free employees driving DOT regulated vehicles –Educates employees and supervisors on alcohol and drug abuse symptoms and treatment
