3 Proposed Tasks of SWG-LIR  To promote growth and investments at the local level by addressing issues related to the following: - regulatory reforms - streamlining of business-related processes - investment promotion - institutional coordination related to investments  To coordinate projects, especially those for donor assistance related to the above areas

4 Proposed Composition  DTI & DILG to Co-Chair the Sub-WG  Based on PDF institutional set-up, a development partner will co-convene  Gov’t partners will depend on the activities  Ad-hoc groups within the SWG-LIR will be formed as the need arises and depending on projects (e.g. BPLS)  Secretariat support to be rotated between DTI and DILG

6 Proposed Terms of Reference  To oversee the implementation of the nationwide implementation of the BPLS streamlining reforms, particularly the service standards on BPLS  To mobilize resources for the implementation of the various components of the BPLS reforms  To coordinate the various initiatives of government, the private sector and the development community on BPLS reforms  To assist government in BPLS reforms related to the operations of NG agencies, e.g. SEC, SSS Philhealth, Bureau of Fire

7 Proposed Terms of Reference  To assist government in building the capacity of local governments in implementing BPLS reforms  To ensure that BPLS reforms are aligned with other reforms for enhancing the competitiveness of the Philippines in general and local governments in particular

8 Proposed Membership  Co-Chairs: Usec. Zenaida Maglaya – DTI Usec. Austere Panadero – DILG  Membership: League of Cities of the Philippines League of Municipalities of the Phil. National Computer Center Development Partners: GTZ, IFC, USAID (LINC-EG), AECID (SLRG)

9 Proposed Projects 1. Proposed capacity building program for DTI and DILG on the streamlining of business permits and licensing systems (BPLS) in the Philippines  Course Design and Training Materials for LGU Training on BPLS  Manual of Operations for BPLS Standards  Trainers’ Training for DTI, DILG, selected BPLOs, academe & private business 2. Support for the Institutionalization of BPLS Reforms  JMC on BPLS Standards  MOA with business groups  Organization of Regional/Provincial BPLS Committees  Client Satisfaction Survey on BPLS  Rationalization of Awards System for BPLS/Competitiveness

10 Proposed Projects 3. Review of Laws related to BPLS and their consistency with local regulations  Review of the Building Code, including proposals to streamline procedures related issuance of building permits  Review of other laws/regulations from NG agencies that form part of BPLS, including proposals to streamline permitting process. 4. Promoting IT in BPLS Operations  Review of e-BPLS and consistency with BPLS standards  Guidelines for LGUs re: assessing private sector IT providers  Documentation of best practices on computerization of BPLS
