Establish National CDM Authority ( NCA ) – 3.1.1. Define the functions, authority and competent responsibilities of NCA – 3.1.2. Identify the type of manpower / staff needed – 3.1.3. Develop the capacity building program for NCA staff and organize training courses – 3.1.4. Prepare organizational structure for NCA – 3.1.5.
