23. 23 A Scout Is Recognized  Immediately by Scoutmaster  A Scout should be receive his new badge as soon as possible after his achievement has been certified by a BOR.  Publicly in a Court of Honor (COH)  A Court of Honor should be hold every three months to recognize all Scouts who have earned their new ranks or merit badges.  Ceremonies have an important place in Scouting 23
