Using ISO 9001:2000 to Build an EMS at McAlester AAP Gary W. Chiles, Ph.D. Federal Environmental Consulting LLC Sernanda Anderson McAlester Army Ammunition Plant 2005 JSEM Conference

Overview  MCAAP is implementing an EMS  MCAAP has an ISO 9001:2000 QMS  Lessons learned  Coordination of implementation efforts

MCAAP Overview  Gov’t Owned/Gov’t Operated (GO/GO) facility  Located in Eastern Oklahoma  45,000 acres  2,816 buildings  410 miles of improved roads  209 miles of railroad  1,337 employees  Several tenants  Navy  Air Force  Defense Ammunition Center

POWER PROJECTION AMMUNITION PRODUCTION AMMUNITION & MISSILE DEMIL AMMUNITION & MISSILE MAINTENANCE To produce and renovate quality conventional and missile ammunition and ammunition-related components. Perform engineering and product assurance in support of production. Receive, store, ship and demilitarize and dispose of conventional and missile ammunition and related items. MCAAP Mission

ISO 9001:2000 at MCAAP  Started initial QMS based on ISO 9001:1994 in 1994  Began ISO 9001:2000 implementation in December 2003  Obtained third-party certification in August 2004  Objectives  Improve performance  Increase operational efficiency

ISO 9001:2000 Implementation Timeline  Gap Analysis  Implementation Plan  Training  System Documentation  Implementation  Certification Audit

Gap Analysis  Conducted gap analysis in December 2003  Findings indicate issues that will need to be addressed in EMS  Document control  Communication of policy  Management review  Training records  Internal audit program  Corrective action program

Implementation Plan  Prepared implementation schedule  Conducted quality management system training  Addressed specific findings from the gap analysis

Certification Audit  External audit conducted in August 2004  Received certification

ISO 14001 and EMS  Executive Order 13148  Army action memorandum  Implementation of an EMS by December 2005  Full conformance with ISO 14001 by 2009

EMS and ISO 9001:2000  Similarities  Manual (Tier I document)  Document control  Policy statements  Corrective and preventive action procedures  Internal and external audit provisions  Performance measurement and analysis  Setting of objectives  Training  Communication  Management review  Record keeping  Differences  ISO 9001:2000 is process-based and EMS focuses on structure of the system and environmental issues

Coordination with EMS  MCAAP employees familiar with ISO systems  Use of ISO standard  Training  Documentation  Certification  Interface with QMS implementation  Use QMS procedures and methodology

Timeline for EMS Implementation  Gap analysis  Gap analysis  Implementation plan  Implementation plan  Training  Training  Documentation – in progress (completed by May)  Internal audit – after documentation (late summer)

Summary  QMS and EMS share many features  MCAAP is leveraging efforts of QMS implementation for EMS
