4 SPECIFIC ISSUES FOR DELHI- METROPOLITAN CITY Distribution of voting machines- early morning on day of polling. Polling parties to locate booths – similar locations/names. Polling personals from various departments/locations from NCR. Choking of wireless system.

5 CRITICAL AREAS IDENTIFICATION Chaos during training sessions as polling personals do not know the place of training etc. Communication of Presiding officers with other polling personals or meeting of polling staff with each other becomes difficulty. Work allotment for the day of poll between different personals is not fixed till the start of the poll. Locating the polling booth becomes difficulty as polling stations are announced and allotted only one day prior to poll and polling parties leave to polling stations on the day of poll. Polling parties reach late at the collection centres. Communication failure Complaint monitoring –time table

6 Six digit number generated through first randomization. Mobile numbers and the fixed line number of each polling personnel captured. Second randomization followed by second training so that interaction possible. Distributing the work among each so that they are aware of work details of themselves and also their colleagues in the polling parties. Randomization where allotment of polling stations was done was followed by distribution/allotment of polling material. Plan of movement was made clear to first polling officer and presiding officer at the venue where EVMs was stored so that they are familiarized. Duty orders generated for polling parties had phone number of every person in the party. Copies of allotment of Polling Stations to each polling party were handed over to every one instead of generating a fresh order.

10 POSITIVE OUTCOMES Better co-ordination between polling staff. Minimization of response time. Psychological presence and moral booster for staff (confidence) Improved micro- management. Alternate communication channel. Improved Poll monitoring.
