2 What is JJSK (e-helpline) ?
JJSK (e-helpline) is a Telephone (mobile/landline) based e-governance initiative which intends to provide Quick, Easily Accessible, Cost-Time-Labor Effective, Corruption free and a Reliable platform for redressing election related Public Grievances and problem handling system, which is available 24 x 7 2

3 Objectives of ECI To Conduct Free, Fair & Peaceful Elections AND
A fool proof & Efficient system of complaints handling is must to achieve above objectives of free, fair & peaceful elections. 3

4 E-helpline Data Flow Diagram
Election related Grievances/ Complaints can be lodged 24X7 through Landline/Mobile on1077(Toll Free) & , and also through FAX and 2 Grievances are recorded automatically in a Computer System as an individual audio file with date, telephone no. 1 3 Grievances are categorised (A/B/C) & entered online on S/W developed by NIC,Jhansi and marked to concerned officer according to importance/severity of grievance Daily status SMS to District Election Authorities 5 Daily Deptt. Status SMS to HODs Concerned Officers are intimated telephonically by JJSK immediately 4 As soon as the grievance is registered an unique grievance no. is given/sent to aggrieved person through phone call/ SMS Various tailor made Reports are generated online by the website for monitoring in weekly meeting & quality of disposal is also randomly confirmed telephonically by D.M. 10 SMS to complainant 11 SMS to concerned officer 8 Disposal details are received from concerned officer (after due enquiry and cross verification of quality with the aggrieved person) are entered online in the S/W 12 Different kinds of reports are automatically generated online and are available on website 7 6 Marked grievance details are printed along with scanned signature of D.M. concerned and sent by FAX / /special messenger to the concerned officer immediately A B C Concerned person can obtain the status of disposal by calling e-helpline 9 SMS to Comp. Concerned person is intimated telephonically regarding Disposal by concerned HOD/Officer/Staff 4 13 SMS to complainant SMS to Off. SMS to officer

5 E-Helpline has proved its worth by acting as Single Nodal Centre for all Election Related works like, Receiving, Compiling and monitoring of all kinds Election related complaints Sharing of Information telephonically (Active calls / SMS) & Online (through & online reporting) Monitoring & Supervision of Election work like, Movement of Polling Parties Poll day activities Coordinating meeting Photos & Videos download Data compilation centre etc. 5

Total No. of complaints received Total no. of Complaints disposed – (97.0% ) Total no. of Complaints pending – ( 0.85%) Total no. of Complaints defaulter – ( 2.08%) Instant, timebound & qualitative disposal of complaints Scientific compilation and analysis of data collected for future use Instilling Faith & Confidence of common man in the Election machinery Benefited Women, Children, Handicap, Old Age, SC/ST and other weaker sections of the society Ultimately fulfilling Objectives of ECI – Free, Fair and Peaceful Election 6
