2 Federally Registered Lobbyist New Office of Management and Budget (OMB) policy requires a ban on the appointment of federally registered lobbyists to federal advisory committees and other boards and commissions. In IAR, Reviewers are now required to indicate their status as a registered federal lobbyist before being granted access to a meeting. The Confidentiality Agreement screen has been modified to explain this new process to Reviewers and to provide the options Yes or No to indicate the federal lobbyist status. 2

3 Federally Registered Lobbyist To indicate status as a federally registered lobbyist: 1.Access the List of Meetings screen in IAR. 2.Select the Confidentiality Statement link from the Action column. 3

4 Federally Registered Lobbyist The Confidentiality Agreement for the specific meeting opens. At the bottom of the screen, Yes and No options exists for the question: Are you a federally registered lobbyist? 3.Select the Yes radio button to indicate a status as a registered lobbyist. NOTE : If the Reviewer is not a federal lobbyist, the No option must be selected, and the Confidentiality Agreement can be signed, as is the current process. 4.Click the I Agree button. 4

5 Federally Registered Lobbyist The Certification screen displays to confirm the selection of the federally registered lobbyist status. This screen displays an explanation to the Reviewer that once confirmed as a federal lobbyist, the Reviewer loses access to the meeting. The Reviewer has the chance to choose Cancel/Return if a mistake was made when indicating status. Otherwise, the Confirm/Continue button must be selected. 5.Select the Confirm/Continue button to confirm status as a lobbyist. 5

6 Federally Registered Lobbyist The Reviewer’s status as a federally registered lobbyist is recorded in the database, and the Reviewer is blocked from the selected meeting. The List of Meetings screen displays the following message in the Action column: Access Denied: Federally Registered Lobbyist 6
