3 Green House Gas Emissions  Conservation is demand driven  GHGs are best assessed at source  Mix of sources change over time  Standard GHG calculating procedure for individual processes to track progress is needed TARGET Reduce building related GHG emissions by: a) 15 percent by fiscal year 2015 b) 30 percent by fiscal year 2020 c) 40 percent by fiscal year 2025.

4 ECRM Measures Undertaken  Energy Performance Contracting  2 EPC projects completed totaling $2M annual savings  18 buildings have been selected for ESCOs by 2022  Retrocommissioning  27% = avg energy reduction, >$20M cost avoidance  50+ campus buildings covering over 7 million gsf and this includes most of the larger campus  Lighting Retrofits  93% of campus fixtures by the end of 2014  LED Campus  all lighting to be LED by 2050  Adaptive Bi-Level Lighting  SSC funding  Grants  Funding provided by Chevrolet and matched by campus leadership contributed over $1 million for continuing efforts towards carbon neutrality in 2050 TARGET Complete all SAIC- prescribed energy conservation measures by 2022.

VAV systems with occupancy sensors for unoccupied ventilation rates More campus engagement is needed 20% reduction of operational fume hoods on campus?  Get the word out  conservation successes increase awareness and competition

6 Decentralized Energy Billing  Decentralized Billing  Goal is behavioral change personal responsibility  Energy Conservation Incentive Program (ECIP) Voluntary/ ‘virtual’ billing  Needs more analysis and consensus on way forward/short and long term strategies Analyze decentralized energy billing at the college level Peer institutions have successfully implemented Stanford established baseline energy usage for each building. If individual buildings’ or units’ energy usage goes beyond their established baseline they are charged for the difference. If usage went below the baseline the dean of the department is awarded the funds saved and can use the money however they would like.  Revolving Loan Fund  Student Sustainability Committee  Office of the Chancellor and of the President  $2 million in this fund presently -- scheduled to be allocated to proposed projects during the fall of 2014 TARGET Implement decentralized energy billing at the college level. Institute a Revolving Loan Fund

7 Sustained Performance  Preventative maintenance team  PM maintenance and follow up work behind RCx  More manpower will be allocated to this effort over the next couple of years TARGET Allocate proper maintenance funds to ensure that the energy reductions are sustained, and reorganize building maintenance procedures to support long- term energy savings

8 Petascale  Offset GHG Emissions at Blue Waters  No plans or progress TARGET Offset the GHG impacts of the National Petascale Computing Facility when the next contract is negotiated. 1) Impose charges for the purchase of renewable energy at the National Petascale Computing Facility

9 Space Management/Growth  Implement a space marketplace to enable rewards for space reduction and swaps.  Goal Revisions/Additions College leasing programs iSEE has started some campus conversations in this area. TARGET Incorporate a "no net increase in space" policy for the entire campus by 2012, including auxiliary units and rental space

10 Building Standards  Move LEED certification requirements from Silver to Gold for new buildings and major renovations by 2011, and LEED Platinum by 2015.  Apply LEED Gold construction standards without certification for all other construction projects.  Currently planned projects should demonstrate at least a 30 percent improvement in building  Goal Revisions/Additions  Move to Net Zero energy performance standard? Performance contracting incentive TARGET Any new buildings or major renovations should be net energy neutral or a net energy provider by 2025.
