1 AMARI AIR BASE AT/FP EVAL 9 JUNE (No photos taken due to tight security)

2 ECP The ECP has a drop bar, and a sliding gate. Foot traffic at the ECP is controlled by rotational bars. There is an access roster at the ECP, and security guards check all IDs against it. Visitors must sign in. Base badges are issued to visitors and must be displayed at all times. Dash-display passes are provided for vehicles by ECP security. Badges and vehicle passes are collected by ECP security before visitors leave the base.

3 ECP CONTINUED There is a separate search area for trucks. There is a large parking area off to the side. Vehicles that park outside the ECP are approached by security. There are no barriers to form a serpentine approach, however the sliding gate can be closed as back up. The ECP is more than 300 meters from the facilities used by U.S. personnel.

4 PERIMETER The perimeter fence is 3+ meters, and topped by C wire. There is adequate stand-off on either side of the perimeter fence, with the exception of a few areas where trees are growing next to and through the fence. There are CCTV cameras along the perimeter. There are tall lights along the perimeter.

5 INSTALLATION SECURITY It was apparent that security is taken seriously by HN. All facilities are equipped with electronic intrusion detection systems, & alarms. All facilities have electronic coded card access keys, in addition to standard keys. The AF personnel on the base were issued keys for the facilities they are using. The electronic card keys are required to enter and exit buildings. There is a central security facility within the base that is surrounded by a tall fence topped with C wire. Access to the facility is restricted.

6 INSTALLATION SECURITY CONTINUED The central security facility is staffed 24/7. CCTV cameras are located throughout entire base, including inside buildings. There is a Fire Station with fire trucks on the base. There are fire extinguishers in all buildings, including ammunition storage.

7 BILLETS There is a group of AF personnel who are staying in a hotel in Tallinn. They were identified as “Supply”, or the equivalent of Army MCT. The name of the hotel is unknown (hotel where exercise planning took place). ATO was informed the supply personnel are participating in a different exercise (LAFIA), and are staying in Tallinn for convenience, as they drive to LV mid-week. Further, the Transportation building, where they were to stay, was not ready.

8 BILLETS CONTINUED All other Air Force personnel are billeted in office buildings, not dorms. The offices have electronic card keys, which are required for entry and exit. ______________________________________________ CONCERN: In the event of an emergency, personnel may not be able to get out quickly if they don’t have the card keys on them (middle of the night, etc.) It was unknown if the doors could be opened during a power outage. Coordinated with Airman Kerr, Safety, who stated he had identified the problem, and was seeking answers of HN.

9 AMMUNITION The AF personnel who guard air craft are armed with loaded 9mm weapons. There is live A-10 ammunition. Ammunition is stored away from the flight line, and other facilities. The above ground storage building is a solid concrete structure. The structure is surrounded by 2 parallel fences, both topped with C wire (prison yard style). The distance between the two fences is about 5’. The distance between the building and perimeter is about 50’.

10 AMMUNITION CONTINUED There are 3 separate storage areas within the structure. The storage areas have heavy duty solid metal doors, and heavy duty locks. There are no facilities co-located with the ammo storage. There is a heavy duty gate at the ECP, which is closed and locked at all times. The perimeter is equipped with lights and CCTV cameras. There were 2 AF guards at the ammunition holding bunker when the ATO arrived.

11 AMMUNITION CONTINUED CONCERN: The ammunition storage is not guarded 24/7 by AF personnel. The locks on the storage area doors belong to HN. ATO suggested the AF provide own locks, to be sure of having all the keys.

12 FUEL The fuel area and trucks were located away from the flight line and other facilities. The area was surrounded by a high fence, topped with C wire. The gate was closed and locked.

13 AIR CRAFT SEE SITE PLANS PROVIDED BY AF.

14 OTHER ISSUES/CONCERNS There was no ATO on site. The ATO was identified as a COL, who has not yet arrived. There was no AT/FP plan or safety plan that anyone knew of.
