8 © 2004 PACER Center Building Program Capacity to Serve Youth with Disabilities Session 2: Disability Legislation: Slide 7 The 5 Titles of WIA  TITLE I-  Authorizes new Workforce Investment System  Mandates “workforce service areas”, local workforce investment boards and youth council.  Creation of “One-Stop” delivery system  TITLE II- Reauthorizes adult education and literacy programs.

9 © 2004 PACER Center Building Program Capacity to Serve Youth with Disabilities Session 2: Disability Legislation: Slide 8 The 5 titles of WIA (Cont.)  TITLE III – Amends Wagner-Peyser Act to require that Employment Service/Job Service activities become part of the “One-Stop” system.  TITLE IV – Reauthorizes Rehabilitation Act programs and links them to State and local workforce development systems.  TITLE V – Contains general provisions for State unified plans and performance incentives.

15 © 2004 PACER Center Building Program Capacity to Serve Youth with Disabilities Session 2: Disability Legislation: Slide 14 Order of Selection for VR Services  If an agency cannot certify that it is likely to be able to serve all eligible people, it must implement an “order of selection” whereby those with the most severe disabilities get served first. Most severe are those persons who have significant limitations in 3 of the following functional areas: (The number of limitations necessary to qualify will vary by state.)
