2 Rural Access Programme Development through access Clear about What shall we do?  If you feel good about your membership in the team but are unclear about the task at hand the stress of conflicting direction may lead to conflicts.  The group will not progress until this third issue is resolved  Is RAP3 just more of RAP2?

17 Rural Access Programme Development through access GON’s LRN Policy  50,000 km of LRN built in last 15 years  55% not usable due to lack of maintenance  US$1 billion worth of lost investments.  LRN investment based on District Transport Master Plans (DTMP).  Identify minimum network to link VDC and District HQ- DRCN  New GON policy puts maintenance first; upgrade to all- weather; new last.  DTMPs for RAP3 districts completed in 2013 by the RTI Pilot.  ARAMP approved for piloting in RAP3 districts

24 Rural Access Programme Development through access Embedded in GON Offices  The TA team is the main interface with district and central authorities,  Embedding TA staff in relevant GON offices, i.e. District Technical Offices and DoLIDAR, allows them to engage on a day to day and informal basis.  The GON office benefits from TA resources to improve the fulfilment of programme deliverables, as well as support for their wider responsibilities.  This results in more effective cooperation, more efficient implementation, confidence building, transfer of knowledge and a more positive work ethic.  Allows RAP to add to resources required for service delivery  SED Partners to have technical offices outside DTO working with private sector to maximise economic impact of DRCN
