He has short term and long term solutions to suggest to the homeless Veteran. Acting as intermediary to protect the homeless Veteran's identity, I called him this afternoon! The man is a gem, one in a million, and a true supporter of disabled Veteran's rights, right to work if they wish, and right to access all the programs for which they are qualified/eligible. A fountain of knowledge and "how to", if I thought this man could handle the inundation I would list him as the very first resource any Veteran should go to in learning how to deal with the VA, claims, and government grant programs! However, he has need to be careful of his own health and should pick and choose which situation he becomes involved with. How to contact this disabled Veteran has been made known to the homeless Veteran along with my recommendation to discuss the issues with him and to hear him out before making decision." 4 Veteran Services Programs All veterans interested in any Veteran Services Programs or related services are subject to the following: Referral Filled-Out, Status Report Completed and Sent To Stake-Holders Paper Flow & Monitoring Starts Initial Intake Referrals are made to Veteran Services Programs that are mentioned in the slides that follow: Initial Assessment Enrollment Of Eligible Veterans Drug / Alcohol Testing Case MGMT Begins Outreach To Eligible Veterans

5 If Service Is Not Available At This Time Client Placed On Waiting List LTL Compassion Center For Veterans L3C Once service begins the client is reassessed annually by LTL Compassion Center For Veterans L3C or when a stake-holder sends a written request. Reassessments are done by supervisor and staff associated with program.

6 Homeless Veteran Reintegration Program (HVRP) Mission: To place homeless veterans in housing, jobs and assist them in retaining employment Assist enrollees in locating supportive services in the community Offer training service, job development and employment referrals Provide training to eligible veterans to develop skills for specific employment Coach, counsel and mentor veterans through the first 180 days on the job Assist veterans with VA issues Help veterans with health issues Assist in transitional/permanent housing REFERRAL MADE TO:

7 Mission : Investment Program Mission : To meet the workforce investment needs of veterans, to perform outreach, to encourage public information activities, to develop & promote employment and job training opportunities Eligibility: If a veteran meets any of the following four categories: - Veterans who served on active duty in the armed forces during a war or in a campaign or expedition for which a campaign badge has been authorized, - Veterans with service connected disabilities, - Veterans who have significant barriers to employment, - Recently separated veterans (within 48 months of release or discharge) REFERRAL MADE TO HVRP:

8 Homeless Providers Grant and Per Diem Program Mission : To provide seamless delivery of services to homeless veterans that will lead to self-sufficiency. Helping veterans obtain affordable permanent housing, shelter, sober-living environment, service enriched housing, or referrals to programs appropriate to achieving their housing needs Goals : (Organization Name) goal is to provide supportive housing and/or supportive services to homeless veterans wishing to achieve residential stability. Help veterans obtain greater self-determination Provide employment services to veterans throughout their stay Assist veterans in establishing good budgeting practices Help veterans increase their skill levels and/or income To provide recovery services to veterans achieving and maintaining continuous sobriety

12 Veteran Programs ( Organization Name) office has Local Veterans Employment Representatives and Disabled Veteran Outreach Specialists assigned specifically to assist veterans with their employment and training needs. These dedicated veteran service staff work with various organizations whose focus is also to provide veterans with priority services designed to improve their employ-ability and career options. Job Placement Job Placement Employers in your local area list their job openings with the (Organization Name) and provide us with a job description and a list of qualifications required for the position. Job Search Assistance In our resource center there are personal computers and staff to assist you in your job search and other employment related activities, such as:

Virtual Workshop Center ( Organization Name) wants to introduce you to our Virtual Workshop Center. Although we offer workshops, we understand that your schedule may not allow you the flexibility to attend these workshops in person. 14 Unemployment Compensation You may be eligible for Unemployment Insurance Benefits when you complete military service and begin to seek employment or if you lose your civilian job. Welfare-to-work and Work Opportunity Tax Credit These federal programs encourage employers to hire certain types of workers, including veterans from families currently or recently receiving public assistance or food stamps. Getting your Old Job Back: USERRA The Uniformed Services Employment and Re-Employment Rights Act provide benefits and guidance to returning service members who are seeking re-employment with their former employers.

15 Education and Training – Montgomery GI Bill Eligibility: The U.S. Department of Veterans Affairs(VA) educational benefits may be used while the service member is on active duty or after the service- member’s separation from active duty with a fully honorable military discharge. Discharges “under honorable conditions” and “general” discharges do not establish eligibility. Eligibility generally expires 10 years after the service-member’s discharge. However, there are exceptions for disability, re-entering active duty, and upgraded discharges All participants must have a high school diploma, equivalency certificate, or completed 12 hours toward a college degree before applying for benefits. 16 Veterans Educational Assistance Program Work-Study Program Veterans who train at the three-quarter or full-time rate may be eligible for a work-study program in which they work for VA and receive hourly wages. Training, Work-Study, Counseling VEAP participants may receive the same training, work-study benefits and counseling as provided under the Montgomery GI Bill. Employers with Federal Contracts Employers who have contracts (or subcontracts) of $100,000 or more with the federal government are required to take affirmative action to hire and promote qualified veterans.

17 Home Loan Guaranty VA home loan guaranties are issued to help eligible service members, veterans, reservists and unmarried surviving spouses obtain homes, condominiums, residential cooperative housing units, and manufactured homes, and to refinance loans.

18 Mobility Management The ability to utilize public transportation offers individuals with disabilities greater independence and access to employment, recreational, and cultural opportunities.
