Institutional set up for CDM 1- Reviewing organizational structure in Governmental, non-Governmental, Central and Local agencies that related to CDM activities, mainly in sectors: Energy, Agriculture, Land use, land use change and Forestry * Ministries: Ministry of Natural Resources & Environment; Ministry of Industry; Ministry of Planning & Investment; Ministry of Science & Technology; Ministry of Transport and Ministry of Agriculture & Rural Development.

Establishing and developing CDM potential projects (Cont.) b/ Addition * Baseline * Baseline methodologies * Emission reduction in comparison with baseline emission * Financing + Financing of CDM project is taken mainly by a host country + Supporting finance is only an additional part in trading investment flow, cost of emission reduction to assist it can be competed with the project in baseline

17 V. Establishing and developing CDM potential projects (Cont.) c/ Feasible * Having Governmental support * Monitoring method and implementation are clear and simple

19 VI. INTERNATIONAL COOPERATION 1- Information and data 2- Experience exchange, study-tour and survey 3- Technology transfer 4- Financial support 5- Participating in International CDM workshops

20 1- Objectives: * Legal framework * Institutional set up for CDM including CDM National Focal Point * Activities for training, capacity development for CDM implementation 2- Objects: * Manager, senior experts in sectors: law, economic, technique, finance and bank * Governmental and non-Governmental organizations 3- Carry out survey 4- Preparing survey form 5- Synthesizing and making reports VII. SURVEY

21 1- Formulating a Working Group ( 5-7 experts) complete the detail outline 2- Preparing and establishing Steering Committee: * Key persons from related ministries with high experiences * Director of the Committee will be selected in MONRE MANPOWER

22 MANPOWER (Cont.) 3- Establishing Expert Team (15 experts) * Experienced experts in sector: laws, technological sciences and finances... * Members of Expert's team will be selected in related ministries and organization including NGOs * Expert's team will be divided in groups that depend on determined mission

23 TIMELINE TO IMPLEMENT From January 2003 to December 2005 BUDGET * About 200.000 - 300.000 USD for the whole period * Contribution from 10% of total budget.

24 1.CDM is new activities, it plays an important role in process of sustainable development 2.CDM knowledge & understanding is limited in the country 3.It is necessary to carry out capacity development for CDM. Some existing barriers should be overcome 4.Work plan for CDM Capacity Development need researching in more detail as well as implementing step by step 5.Capacity development is the development of internal forces as well as international supports for Vietnam at present CONCLUSION
