3. INCIDENT COMMAND SYSTEM Incident Command System (ICS) is the standardized method of managing emergency response. Government agencies will normally use it for any significant events, or any time two or more agencies are responding to an emergency

4. WHY? So our command center is instantly recognizable by emergency responders. For added credibility It identifies the functions we need.

5. A control team for every neighborhood? It will manage the neighborhood’s response and provide liaison to other neighborhoods and public safety officials Basic functions are command, communications, and control, which are common to all emergency response

6. Incident Command System ICS is both flexible and modular. The management system will expand and contract according to changes in the level of response effort. Management might be one person – or a hundred. We do not plan on ever expanding its ICS to full scale. We simply do not have the personnel and equipment that would warrant such a management effort.

7. The following job titles are specific. They ought to be used correctly and completely so they will be immediately understood by any professional emergency responder.

8. Incident Commander: The person providing overall coordination of all activities. The IC will also cover any tasks not assigned to other persons. Liaison Officer: The person coordinating with CERT, MMRC, government agencies and other neighborhood bodies. Situation Unit Leader: The person receiving information from the Block Captains and any others, and who organizes and records the information. Medical Unit Leader: The person in charge of the neighborhood medical tem. Search and Rescue Unit Leader: The CERT trained person in charge of the neighborhood CERT team.
