15 Achieving co-operation between agencies on both the same and different VPNs There are central VPN management systems both at Service Provider and at an Office of the Public Administration The legal framework established by a Government Decree Each agency elaborates policy, standard and regulation for the use of radio network Within the general and individual legal framework the co-operation and interoperability is set up on the base of mutual agreement The technology level measurements carried out by central VPN management on demand being either ad-hoc or pre-planned

16 VPNs and cooperation between Public Safety Agencies

17 VPNs and cooperation between Public Safety Agencies There are dedicated VPN-s for inter-agency cooperation The Central VPN management can configure: Call groups statically Call groups dynamically on request

18 Achieving command and control including voice communication and AVL during simultaneous riots AVL (Automatic Vehicle Location) service is available –GPS location service in operational use –GIS function built-in –Integrated to TETRA standard service Fleet management Alarm signals Status messages AVL functionality deployed to certain dispatcher workstations There is mobile capability There are command and control centres at Public Safety organizations and Government level where the necessary TETRA functionality available

19 VPNs and cooperation between Public Safety Agencies In the case of disasters and riots: The stakeholder agencies can use the dedicated groups for cooperation The national Police pre-programmed the PTT button: –„Upper side” for commanders –„Lower side” for peer groups Through AVL The units in action monitored Moving the fleet of vehicles tracked Mobile AVL unit for Police Commanders Detailed GIS maps

20 Employing data transmission for an emergency alarm system Ministry of Local Government and Regional Development –Fire Brigade –Civil Protection (Disaster recovery) –Rescue Services Communication network for measuring, gathering and transferring of data about state of environment at major hazardous sites Exploiting the TETRA technology for data communication For the sake of efficiency, dedicated base stations incorporated into the basic infrastructure

21 Use of Data Communication in UDR Interface to the 112 Emergency Calls System (to be implemented) SDS communication for Querying central databases –Vehicle registry –Personal credentials (ID card, driving licence) –Citizen’s addresses of residence –Police warranties
