1 Cooperation of law enforcement and public safety services during the Hungarian EU Presidency Presenting information slides: Zsolt Nagy police lt. col. TETRA WORLD CONGRESS 2011

2 Initial data Hungary has been and is performing the duties of the EU presidency for 6 months, from1 January 2011. Almost 260 events – summits, ministerial conferences, informal ministerial meetings, leaders’ conferences, expert meetings – will be held; their uneventfulness is of important national interest. In some cases, the security of 30-40 delegation routes, hotels or programme venues have to be protected simultaneously. Most delegations are accommodated in hotels in Budapest. The main venues will be Budapest, Gödöllő, Debrecen, and Balatonfüred. The major events will be organized at the Grassalkovich Palace in Gödöllő. Delegations are expected to arrive at the Budapest International Airport, most of the delegations from neighbouring countries will travel by car.

3 Preparations After the rec(onnaisan)ce visit Command and Control Centres has been assigned; the operational and the security plans have been provided. Redeployment of supporting forces, technical equipment, Provisions. The participation of the response forces in the working group of the Ministry of Foreign Affairs. The heads of the police reserve forces determined the circle of rules and regulations applicable to the particular tasks and defined the threat level. Police forces, officers in charge and the rules of cooperation have been instructed by commands and directives.

4 Providing necesseary resources of efficiant communication Examining resources of response forces to perform their main tasks. Command and Control Centres and its operations. Trips of delegations, communication between convoys. Securing the route and the venues. Operating the accreditation system. Security check of individuals, vehicles and objects. Connection to surveillance cameras and main databases.

5 Preliminary survey Regarding speedways: M0-M31 Budapest Ferihegy International Airport - Gödöllő, M3-M35 Speedway Budapest-Debrecen, M0-M1 Speedway Budapest-Hegyeshalom, radio signal strength measurements on M7 Speedway Budapest-Siófok route Regarding objects: Gödöllői Royal Palace, Hajdúszoboszló Hotel Silver, Debrecen Hotel Divinus, Siófok Hotel Azur, radio signal strength measurements in Balatonfüred Anna Grand Hotel buildings

6 Coverege and network capacity enlargement carried out Budapest, Ferihegy International Airport, Terminal 2A, by deploying of repeater system. Budapest, Ferihegy International Airport, by deploying of repeater system of the SkyCourt between Terminal 2A and 2B, (financed by Budapest Airport). Along the route M0-M31, between Budapest, Ferihegy International Airport and city of Gödöllő by deploying of repeater station „Kerepes 5” Expanding the capacity of the Gödöllő TETRA base station in inner-city and outskirts of Gödöllő for the uninterrupted communication The deployment of repeater system providing indoor coverege for handheld radio terminals at Gödöllő Royal Palace.

7 Results of upgrades The police has provided 110 leased vehicles with car radios in a non-destructive manner. The Hungarian Dignitary Protection Service (HDPS) has the accreditation system of the Hungarian Presidency deployed and has been operating it since then. The equipments and services provided by Pro-M Zrt. : Former Central Office for Administrative and Electronic Public Services:100 handheld radio terminals. Police: 200 handheld radio terminals. Dignitary Protection Service: programming of 90 radio terminals. Ferihegy Crisis Centre: providing access to the ProMobil (vehicle tracking) service for the National Ambulance Service. Preparing a mobile base station at the police in the downtown of Gödöllő.

8 Organizing the cooperation in protection tasks The cooperation possibilities between the response forces are guaranteed by the VPNs within the UDRS (unified digital radio communications system) as follows: The primary so called „External” Cooperation Group 98. The ad hoc Cooperation Group 99. Group-merge between VPNs provided by the central VPN manager.
