DMAC Report to the GCOOS BOD GCOOS Board of Directors Meeting Biloxi, MS 26-27 February 2008 GCOOS Board of Directors Meeting Biloxi, MS 26-27 February 2008

GCOOS DMAC Membership 2008 Steve Anderson - Horizon Marine Brenda Babin - LUMCON Steve Beaudet - SAIC Julie Bosch - NOAA Bill Burnett NDBC Jennifer Colee USACE James Davis - TAMUCC Matt Howard - TAMU Ed Kearns - SoFfl NRC Jay Ratcliff - USACE Robert Raye - Shell Vembu Subramanian USF (new)

I. Protocol adoptions for interoperability II. Survey of potential federal data providers and a GCOOS data nodes self- assessment. III. Promoting Regional IT communications DMAC Action Plan 2008 Developed during Committees Meeting in New Orleans November 2007 Contains three focus areas -

I. Protocols for Interoperable Systems 1. Adopt Common Dictionary for Region 2. Adopt Data Access and Transport Method(s) 3. Select Metadata Content Standards 4. Adopt QA/QC methodologies 5. Establish/promote data discovery (catalogs)

1. Adopt Common Dictionary Computers search by comparing words Different data nodes use different words Mapping is NxN >> N+1 (N= # of Nodes) Compare node dictionaries to CDL V3 Evaluate problem -> Seek solution words = parameters = salinity, temperature, etc.

1. Adopt Common Dictionary Task 1a. Acquire candidate SEACOOS CDL V3 and Nodes’ dictionaries (Subramanian March 2008) Task 1b. Identify candidate Ecological/Biological dictionaries (Kearns March 2008) Task 1c. Plan cross-walk activity (Howard June 2008) Task 1d. Agree on solution approach (Kearns April 2008)

2. Adopt Data Access and Transport Method(s) OPeNDAP - recommended by IOOS DMAC OGC WFS, WCS, WMS likely recommended LUMCON & COMPS participated in NOAA/CSC Data Transport Lab (DTL) OGC Web Feature Service Experiment Task 2. Report DTL outcome (Babin & Subramanian (March 2008)

3. Select Metadata Standard Metadata content standards specify what information should be included (used for sorting/selecting items in a catalog). Metadata format standards specify the form of the content container Task 3. Recommend a content standard (Bosch March 2008)

4. Adopt QA/QC Strategy Not formally DMAC but we have elected to treat this subject Task 4a. Obtain QARTOD recommendations (Burnett June 2008) Task 4b. Work with nodes to employ QA/QC recommendations. (Howard Sept 2008)

5. Establish and Promote Data Discovery Catalogs for humans and machines IOOS Regional Observation Registry National Clearinghouse (eg GCMD) Design Regional Catalog Task 5. Exercise MERMaid tool, explore options (Howard June 2008)

II.Entrain new Providers Self-Assessment Incorporate Federal Providers into Portal Many providers identified (NOAA, USACE, NWS, NPS...) Task 6. Surveys (many DMAC members September 2008) Self-assessment of Regional Provider’s data system architectures and IT skill sets. Used for the Portal design Used for the RA DMAC Plan --> RA Business Plan Used to identify programmers for help with implementation Task 7. Gather information (Bosch, Howard, Kearns start Jan 2008)

Promote Communications & IT Exchanges Monitor Relevant Data Mgmt. Activities IOOS FY2007 Grantees workshop, NOAA CIR/DTL, OGC Ocean Interoperability Experiment. OOSTethys, Marine Metadata Interoperability, NOAA Data Integration Framework (DIF) Qartod to OCG, and international efforts such as SeaDataNet, JCOMM Establish wiki, forum, or CMS for communications Task 8a. Report to DMAC on Grantees workshop (Howard Feb 2008) Task 8b. Establish communications venue (Howard Feb 2008) Task 8c. Establish DMAC “geek squad” (Kearns May/June 2008) Task 8b

Other Priorities DMAC participate in Portal Scoping Activities Closer communications with Products and Services Committees Closer Communications with Observing Systems Committee

Suggested Projects Funded (2-FTEs) DMAC “Geek Squad” Seek NOAA/CSC assistance with OOSTethys Installation Regional Ops Center - explore NDBC’s expertise and paticipation in QA/QC and 24/7 Operations.

Progress? Common Dictionary: Requested 8 GCOOS Nodes dictionaries and received 4. Obtained SEACOOS CDL V3.0 in hand. GGOOS Forums Established for DMAC Participation in Relevant Activities

Progress Near-complete participation in IOOS Regional Observation Registry

GCOOS Forums Main Page

GCOOS FORUMS DMAC Committee Pg.

GCOOS FORUM Data Portal Thread

NOAA IOOS Data Integration Framework (DIF) DIF technologies introduced to IOOS 2007 Grantees in Charleston Feb 2008 NOAA encourages participation in that effort by grantees by adopting common data model adopting common metadata adopting common OGC Web Services

Standardization of Local Data Nodes 3-years, ~$300K/yr (reduced to ~$225 year 2) Tasks Participate in IOOS Obs Registry Common Dictionary Serve Scalar and Vectors via Open Geospatial Consortium Web Services service interfaces (WFS, WCS)

Data Portal 1-Year $500K - (2008 Proposal shelved) Machine-to-Machine Interoperable data delivery system for the near real-time physical oceanographic data Serving data and products through interfaces for Humans (web pages, RSS, other) Machines

Nodes & Portal Status Nodes are participating in Obs Registry Work on common dictionary received candidate dictionary, and 4 nodes dictionaries Portal Working on establishing design criteria determining user needs and requirements survey of other nodes - architectures and tech used. hiring programmers
