2 ContentAccessUtility Background ØFor more than a decade - library budgets declining, subscriptions eroding, journal prices increasing, Libraries increasingly paid MORE for LESS information ØWEB - a way out of the vicious cycle. ØIn 1996 IDEAL is launched on the web with a collection of 175 AP Journals ØTechnology was relatively easy. Library Consortia were forming...The Business Model was the question...

3 ContentAccessUtility Why Consortia for Libraries? Reduced budgets can be countered by shared resources As a larger customer, more purchasing power Subsidies and additional funding Disadvantage - difficult if libraries do not have shared objectives, different administrative burdens

4 ContentAccessUtility Why Consortia for Publishers? Significant investment for publishers. Consortia contract ensures a critical mass of customers to offset costs. Reliable revenue for contract period. Threat: Shared network buys 1 e-copy, could destroy publisher

5 ContentAccessUtility IDEAL Collections License Other models, journal by journal, article by article are designed to RESTRICT access. Consortia license is designed to OPEN ACCESS to the widest possible audience.

6 ContentAccessUtility ØE- Price based on print holdings of the consortium BASE PRICE (BP). ØLicense Fee (LF) is a % of the BP members - ØAll Authorized Users receive E-access to all the journals in a chosen collection ØAuthorized Users are faculty, students, and staff of the institutions in the consortium ØAdministered by IP address ØUnlimited viewing, searching, copying, downloading, and printing for research or internal business purposes, for all Authorized Users within the consortium IDEAL Collections License

14 ContentAccessUtility There is no perfect model Both technology and business models are in their infancy YES we will explore Individual Publication models and Individual Article models Exploring demographic based models Open Consortia Model - using agents to form “Virtual Consortia” Non-mature markets, should we really offer the whole collection for so little?

15 ContentAccessUtility IDEAL Content Portfolio Grows Ø In 2000 Harcourt Health Sciences Journal Collection increases to 60 journals Ø Fall 1999 AP backfiles from 1993. Ø 2000: IDEAL Reference will be offered on the platform Ø Other content options to be announced in the Fall through Spring 2000. Ø Interlinking, simplified licensing, same easy to use platform!
