2 All Western Planning Regions are currently planning under Order 1000 regional processes
FERC Interregional Orders were issued on December 18, 2014 Regions submitted compliance filings February 18, 2015 No comments were filed with FERC Regions are currently developing the process details for planning coordination Details will be vetted through an open stakeholder process prior to west-wide Order 1000 IR implementation on October 1, 2015

5 Next Steps In process of developing initial draft of coordination procedures and guidelines Based on aligned fundamental principles for data exchange, coordinated/common assumptions, etc. Desire to build a collaborative relationship with our peers (WECC, WIRAB, CREPC, etc.) Goal Avoid duplication of effort and cost Provide complimentary and not competing analyses Ensure that those with compliance obligations can timely and efficiently meet their obligations

6 Western Planning Region Group has been formed to develop overall coordination protocols
Western Planning Region Group will consider interregional coordination needs through two separate but parallel efforts Develop process and procedures for interregional coordination Identify areas where WECC could provide value helping the Western Planning Regions meet their Order 1000 obligations Order 1000 process and procedures A process/procedures document will be developed that articulates the details on how interregional coordination will be accomplished Coordination may be facilitated through an informal coordination work group formed by the Western Planning Regions Draft of the process/procedures document will be shared with stakeholder as an initial draft Western Planning Region and WECC relationship Initial concepts have been developed and in the initial stages of discussion Among others, the initiative is identify how WECC could provide the Planning Regions with the support they need to meet their Order 1000 compliance obligations

Tentative: 2025 HS Powerflow 2026 CCTA 2026 Load Forecast Three parts to “common case pie” (generation, transmission, load). -Generation: -Loads and Resources Data (BA submitted, based on recent information) (bulk of gen. data comes from this) -EIA Data (submitted by generator owner, typically has supplemented the L&R information well) -LBNL Data (Based on LSE IRPs) -Transmission: -Powerflow case (2025 Heavy Summer for 2026 CC probably) -CCTA (later added to powerflow using .epc files…. Submitted to WECC or easily created by WECC) -Loads: -Loads and Resources (BA submitted load forecast) *Notes: There are redundancies and opportunities for duplication in each piece of the pie.
