3 RPIC Document Categories RPIC Categories Policies High level document Policy outlines the general path, direction and objectives agreed to by the Board Provide guidance for subsequent Regional Reliability Standards, Regional Criteria, and Guidelines Subject to review and modification by the Board at any time No compliance measurement or enforcement
4 RPIC Document Categories RPIC Categories Regional Reliability Standard Mandatory rules which must be followed Violations subject to monetary sanctions WECC Standards Development process NERC BOT and FERC approval Applicable to all Registered Entities upon appropriate regulatory authority
5 RPIC Document Categories RPIC Categories Regional Criteria Processes where consistency is considered critical to achieving the goals of WECC business practices technical procedures Applicable to all WECC members Expected to comply as an obligation of membership Developed using the same procedure as a Regional Reliability Standard Become effective upon Board approval No monetary penalties for non-compliance
6 RPIC Document Categories RPIC Categories Regional Criteria Must include specific procedures and/or requirements Any variances to Regional Criteria reported to a Compliance Committee Compliance Committee determines if variances are permitted Failure to comply may result in WECC Dispute Resolution Procedures Failure to comply may result in development of a Regional Reliability Standard
7 RPIC Document Categories RPIC Categories Guidelines A document whose purpose is to disseminate findings or educate members and other stakeholders.. Procedure for adopting or modifying: Any procedure that meets the minimum due process criteria prescribed in WECC Bylaws section 8.5.6, if applicable, may be used. Could include white papers, information summaries or lists, reference documents, data bases, and procedural descriptions. Approval by the BOD, WECC committee, or subcommittee; WECC BOD is optional. Compliance: no compliance is required.
