2 Slide #2 Terminal Learning Objective Action: Action: React to a Hazardous Spill Condition: Condition: The unit is at an installation training area during daylight hours. A minor vehicle accident during a vehicle convoy caused a spill of approximately 10 gallons of diesel fuel on the asphalt road and 10 gallons of fuel on the shoulder (dirt) of the road. No one was injured in the accident. Standard: Standard: Take the correct actions based on the risks, location, and unit capability to respond to a spill without impacting the mission.

9 Slide #9 Spill Team NCOIC – Knows the spill drill, trains the team, supervises the actual cleanup and disposal of contaminated material. Cleanup Personnel – All Soldiers who handle hazardous materials ought to be trained as potential team members.

24 Slide #24 Job Aid for Checking Spill Response Plan -Site specific spill plan required for each area/facility that stores or uses hazardous materials, including POL. (Verify with environmental office for every site you have.) -Spill plan available to all unit personnel, emergency response team members, and copy provided to environmental office. -Review plan annually and make required corrections. Plan includes following information: -Names and telephone numbers of the unit’s Responsible Persons -Special precautionary measures for hazardous materials -Probable spill route -List of spill response materials/equipment on hand -List of each hazardous material and quantity normally on hand (Include the size of the containers and location of MSDSs) -Drawing of building and associated area indicates location of: Hazardous material Spill response materials/equipment Evacuation route Spill response -Names and telephone numbers of the unit’s Responsible Persons -Field training exercise spill planning -Spill response and notification procedures

25 Slide #25 Spill Planning and Response Training Requirements: -Personnel involved with management and handling of POL and hazardous materials must be periodically trained. Training should include: -Health effects of exposure to POL or hazardous materials. -Applicable first aid procedures for exposure. -Personal protective equipment requirements and procedures for use. -Evacuation procedures. -Spill material combustibility and potential for flash-back along vapor trails. -Fire fighting procedures and special hazards of combustible products. -Reactivity of spill material with common material (including water.) -Use and maintenance of all alarms and monitoring equipment associated with spill prevention or response. -Initial notification procedures. -Site specific contingency plans. -Location of posted site specific spill contingency plan. -Immediate spill response actions includes location of pump controls and valves to stop spill flow, location and use of fire extinguishers, absorbents, neutralizing agents and other immediate spill response procedures. -Visual inspection requirements of particular areas. -Purpose and requirements of good housekeeping. -Spill response training exercise conducted once a year for personnel working with POL or hazardous materials. -New personnel initial training within two weeks of assignment -Training after any significant changes to spill plan.
