4 4 Office of the Chief Information Officer Enterprise-Wide Agreement Program: Overview EWA Program Objectives:  Leverage the buying power of the DOE complex to maximize price reductions  Streamline the IT acquisition lifecycle to minimize administrative costs The Department of Energy (DOE) Office of the Chief Information Officer (OCIO) has designed the Enterprise Wide Agreement (EWA) program to consolidate IT contracts for commercial off-the-shelf (COTS) software. What is an Enterprise-Wide Agreement? A Department-wide agreement, encompassing the Department as a whole, to include Program Offices, Field Offices, Site Offices and M&O Contractors, that aggregates enterprise software requirements [ to include software and services] into a single contract vehicle.

5 5 Office of the Chief Information Officer Enterprise-Wide Agreement Program: Benefits Benefits:  Maximize buying power and Reduce total cost of IT ownership  Facilitate collaborative development of enterprise-wide IT sourcing strategies for common IT software products  Increase IT contract administration efficiencies  Eliminate duplicative enterprise-wide IT purchases  Ensure supplier price uniformity and standard Terms & Conditions  Improve knowledge sharing of IT acquisition best practices  Support Federal SmartBUY, Clinger-Cohen and other legislative, regulatory, and DOE mandates and policies.

Lumension/ Sanctuary ELA: Endpoint security solution that enables only authorized applications to run and only authorized devices to connect to a laptop or desktop Lumension Safari Books BPA: Online Scientific/Technical database that contains Essential Technical Books Online and other reference material Safari Books Online, LLC

IT Federal Sales, LLC McAfee McAfee provides information assurance software and services in the following areas including: anti-virus and ant-spyware software and secure messaging. Period of Performance: December 8, 2008- December 7, 2011 TKC Integration Services, LLC Additional discounts of 18-80% below the commercial list price based on the product

9 9 Office of the Chief Information Officer Current DOE EWA Agreements Microsoft Award Microsoft Products  Contract Awarded on April 30, 2009  TKCIS received the award in a “best value” competitive action conducted utilizing the NASA SEWP Schedule  Small Business Award  Period of Performance through April 2014  Can be utilized by all DOE Organizations  Co-Termination Pricing Structure

10 10 Office of the Chief Information Officer Current DOE EWA Agreements Adobe Software Procurement Adobe Acquisition:  Current Cumulative Licensing Program (CLP) Agreement expired May 31, 2009  New CLP executed with current BPA holders on May 30, 2009  Dell/ASAP  Softmart (small business)  New CLP (2 years)  Adobe offering DOE opportunity to achieve greater savings by cumulating any DOE orders, to qualify for Enterprise Licensing Agreement. Orders will be cumulated through August 31, 2009.

11 11 Office of the Chief Information Officer Current DOE EWA Agreements Oracle Software Procurement Oracle Acquisition:  Currently contract exists for HQ and Several DOE Program Areas for Oracle Products with DLT Solutions. For these program areas options are available through September 30, 2011.  Price Hold with DLT Solutions for limited number of products expired on May 31,2009.  Unable to negotiate similar price hold with Oracle due to their requirement for a large initial order (greater than $1M in new products)  Future requirements should be procured utilizing Government Wide Smart-Buy Program  Working with Oracle to leverage near future cumulative DOE orders and negotiate to obtain similar price hold.

12 12 Office of the Chief Information Officer DOE EWA Agreements New Opportunity: Apple Products Apple Products:  We are working with Apple to explore and potentially establish an EWA that would cover existing Macintosh computers (including Apple hardware and software support) for DOE organizations and would allow the OCIO to secure favorable pricing and support.  We have over 10,000 Macs across the DOE and anticipate the demand for Apple products and support growing within DOE.  Features of the potential agreement include:  On-site “Applecare”  Keep your hard drive for all machines purchased in 2007 or later  Volume license and three year, free upgrades/support on Mac OS X for all Apple desktops and portables. Newly purchased machines would be covered during the life of the agreement.  Annual payments for the agreement

13 13 Office of the Chief Information Officer Enterprise-Wide Agreement Program: Outreach Outreach Objectives:  Raise Awareness Among Stakeholders:  Inform stakeholders of the EWA program, goals, accomplishments  Raise awareness among stakeholder community to attract new customers  Involve Existing Customers:  Assist in identification of candidate agreements  Collaborate on in-process agreements  Provide comprehensive list of and Terms & Conditions regarding current agreements
