5 TAB Strategic Planning Lead is Bob Hebner, Past-President TAB Background: Change in the publishing and research enterprise globally is unlikely to provide sufficient funding for the Societies and Councils to continue their level of support of the communities and other activities. Update: Bob submitted a draft report in September 2014 Summary – Areas in which further investment is recommended in educational activities Promoting the Value of Conferences and Publications as Effective Continuing Education Tools Industry Professionals, Hot/Trending Topics (Short Courses and Webinars) – Areas in which Continued Involvement and/or Best Practice Development is Recommended Active Work Recommended - College Students, Student Chapters Provide Advice/Guidance - College students, Summer School; Continuing Education for Engineers, Managers, or Technicians in Established Areas of Technology; Practitioners, Specialized Conferences for Corporations – Areas in which to Scale Back and/or Programs in which Other IEEE Entities Should Lead Pre-university STEM Education 5

6 PSPB Operations Manual Changes - Background At the June 2014 TAB meeting, Publications Services and Products Board (PSPB) requested that TAB endorse a clarification to the current republication policy. – Section 6.4 Multiple Publication of Original Technical Material in IEEE Periodicals - IEEE’s technical publications shall include original material which appears only once in the archival literature. Unusual circumstances may allow for exceptions to this policy. The appropriate procedures to be followed shall be specified in the Publication Services and Products Board (PSPB) Operations Manual. Revisions to the PSPB Operations Manual Sections 8.1.7.A, 8.1.7.E, 8.2.1.B, and 8.2.4.F.1 on Republication of Technical Articles in Periodicals – FAILED – NPSS and Industry Applications Society (IAS) submitted comments to the PSPB against the proposed revision as it was worded. – Blake Lloyd, President, IEEE Industry IAS, presented a position against based on concerns about industry membership. Impact is to conferences that publish Conference Proceedings 6

7 PSPB Operations Manual Changes - Update PSPB submitted a revised request to the IEEE Board of Directors. – Earlier version required that a "technical article in the periodical shall not substantially duplicate a previously posted and accessible article on IEEE Xplore.” – New version requires that "all the articles published in the periodical contains [sic] substantial additional technical material with respect to the conference article or articles." TAB will not be asked for additional inputs or endorsement. If approved by IEEE Board of Directors, implementation by 12/31/15 Examples of Implementation Processes for Affected Conferences -(1) removing access on IEEE Xplore to the original article and redirecting, -(2) posting only the accepted article for the periodical, -(3) deciding on journal versus conference proceedings publication during the revision process, and -(4) curating exceptional conference content by creating a virtual publication that highlights conference articles without republishing them. 7

8 Proposal for IEEE TRPMS NPSS will be submitting a proposal for an new journal to TAB in February 2015 - IEEE Transactions on Radiation and Plasma Medical Sciences Letter of Intent and Scope completed and sent to Engineering in Medicine and Biology EMB) and Signal Processing (SP) Societies for comments and possible partnership Will meet with EMBS and SPS at November TAB meeting to get their inputs and suggestions Thank you Dimitris and his committee! 8

9 Travel to AdCom Meetings Received several requests for clarification about travel to AdCom meetings. Guidance for all AdCom members: – If you have extraordinary expenses for meeting attendance (e.g., combining with other trips, high transportation or hotel costs), you must get prior approval from the President. Note - IEEE audits our travel expenses. – Buy air tickets as soon as you can be reasonably certain that you will make the trip. NPSS will reimburse the ticket on an expense report as soon as it is submitted. If something happens, NPSS will cover the cost of the ticket. – Exceeding the annual reimbursement limit requires prior approval from the President. – Travel is not reimbursed for AdCom meetings held in conjunction with your usual technical meetings. Unless you are a retiree, in which case, AdCom reimburses transportation costs and hotel for the AdCom meeting day(s). Guidance for Liaisons: – Liaisons should attend 1 meeting per year. Note: That does not mean Liaisons are approved to spend the entire budget allocation on 1 trip. – Attendance at additional meetings and the retreat in March is at the discretion of the Liaison and with the President’s approval. 9
