1 Request: Update the “Delegation of Authority for Expenditure of Funds from the IEEE Foundation to the IEEE” as follows: 1. Increase the annual expenditure from the Jordanov fund; 2. Modify the scope to include applicants from either NSS or MIC; 3. Modify the amount per grantee, 4. Remove Bulgarian requirement. Background: In 2008, the IEEE Foundation received a gift from Valentin Jordanov to establish the "Valentin T. Jordanov Radiation Instrumentation Travel Grant Fund" - which supports the travel grant program with the same name to support participation in NSS by young investigators. More…

2 Request: Update the Delegation of Authority Since then, Dr. Jordanov has made additional contributions to the Fund. The Gift Agreement between the IEEE Foundation and Dr. Jordanov specifies the NPSS will review the Fund every three to five years to determine if an increase to the number of travel grants and/or travel grant amount given annually is possible based upon the balance in the Fund. The IEEE Foundation and Dr. Jordanov requested that NPSS conduct a review of the Fund and consider increasing the annual expenditure from the Fund to a total of $12000. A review shows the current balance in the fund and the estimated investment return (same as the general Foundation fund return) is sufficient to support this increased amount and the fund will still increase with time. 3 Request: Update the Delegation of Authority The current scope is attendees to the IEEE NSS MIC who select NSS as their field of interest and work in Radiation Instrumentation. This is in keeping with Dr. Jordanov’s studies and work in the field of Radiation Instrumentation. As the technology has evolved over the last few years, many students are working in the field of nuclear pulse processing. Some of those students are working in the development of pulse processing in the design of medical scanners. Dr. Jordanov knows that this work for medical scanners is actually in the same area as he wants to support, so he has indicated he wants to include MIC attendees to be eligible for the grant. Their work will be judged on the same criteria as the NSS applicants.

4 Request: Update the Delegation of Authority The current grant amount is $600 for attendees from the same continent as the conference and $1200 for others. Dr. Jordanov would like to simplify this to only one amount and to increase the amount to $1500. Dr. Jordanov is from Bulgaria and stipulated that at least one grant was to be given to qualified applicants from Bulgaria. He would like to have this clause removed beginning with the 2014 NSS MIC.

5 Motion: Update the Delegation of Authority Update the Delegation of Authority (2011), Section 7, Paragraph 7 to add the following sentence at the end: “The annual expenditure from the Valentin T. Jordanov Radiation Instrumentation Travel Grant Fund is to be increased from the current maximum of US$7200 to a maximum of US$12000 beginning in 2013 with the 2013 IEEE NSS MIC.” MORE …

6 Motion: Update the Delegation of Authority Update the Delegation of Authority (2011), Section 2, Paragraph 3, to replace this: “Eligible expenses include travel grants awarded to eligible participants to attend the annual IEEE Nuclear Science Symposium” with this “Eligible expenses include travel grants awarded to eligible participants to attend the annual IEEE Nuclear Science Symposium and Medical Imaging Conference, provided their work is in the field of Radiation Instrumentation.” For consistency, update entire document to replace “NSS” with “NSS-MIC”.

7 Motion: Update the Delegation of Authority Update the Delegation of Authority (2011), Section 7, Paragraph 7 to change this: …up to a maximum of US$600 (if the awardee resides in the same continent that the conference is being held in) or US$1200 (if the awardee resides in a different continent than the conference is being held in). To this: …up to a maximum of US$1500 for each awardee.

8 Motion: Update the Delegation of Authority Update the Delegation of Authority (2011), Section 6, Change the following paragraph: At least one (1) award each year should be given to an applicant in the field of Nuclear Electronics and at least one (1) award each year should be given to an applicant from Bulgaria, provided that a suitable number and quality of applications from these groups are received. To this: At least one (1) award each year should be given to an applicant in the field of Nuclear Electronics, provided that a suitable number and quality of applications from this group are received, to be effective beginning with the 2014 NSS MIC.

12 TAB Awards and Recognition Manual The Delegation of Authority says the IEEE will publicize the grant as follows: Nominee Solicitation & IEEE Publicity Plan of Travel Grant Recipients: Nominees will be solicited by publicizing the Travel Grants through various mechanisms, such as the NPSS print and electronic newsletter, on-site publicity at the IEEE NSS, and web sites from the NPSS and NSS, and emails to NPSS members and NSS attendees. This has not been done in the obvious place people would expect to find it. The description should be added to the manual.
