3 Mobile’s role in disaster response will only grow, and as the ecosystem becomes more complex, a better understanding of how the global GSMA community can lend support is needed.

5 The role of the GSMA and Mobile Network Operators Resilience in mobile networks enables resilience in populations affected by disasters. As the role of mobile in disaster preparedness and response grows, and people’s dependence on it increases, the industry must learn how to best meet these demands. The first 72 hours after a disaster are critical. Robust mobile networks that support communication are essential in this period. Many MNOs are already providing leadership on this vital issue, and have demonstrated their commitment to their customers and their communities by engaging in disaster relief activities. More and more, information from the mobile network can be used to improve the targeting of humanitarian relief and predict affected population needs and movements. The ubiquity of mobile can enable and empower disaster affected communities, and the agencies who respond to them GSMA Development Fund Disaster Response Overview GSMA members serve more than 6 billion connections, representing over 4 billion individual subscribers in over 200 countries

6 Develop industry-wide, regularly updated best practice handbook for network resilience and repair in disaster GSMA team to develop and coordinate industry-wide commitments of support for disaster affected MNOs Reconnecting people: Cross-industry commitment to agree network access in the immediate aftermath of a disaster for humanitarian agencies and affected communities GSMA to develop coordination capacity to facilitate faster, more effective partnerships between MNOs and humanitarian responders Rebuilding the Network: The GSMA will engage in a global programme focused on GSMA Development Fund Disaster Response Overview
