DSCA Exercising Immediate Response Authority Immediate action is required and time does not permit obtaining approval from a higher headquarters (SecDef or ASD (HD/ASA)). Must notify the National Joint Operations and Intelligence Center (NJOIC), through the chain of command, of the details of the response. Request for assistance from civil authority; e.g.. mayor, chief of police, fire chief, sheriff, or emergency manager. ONLY assistance to save lives, prevent human suffering, or mitigate great property damage. No law enforcement activities are authorized. No DoD unmanned aircraft systems (UAS) will be used for DSCA operations unless expressly approved by the SecDef. QUESTIONS Working Lands Group established to bring all stakeholders together; work to achieve mutually agreeable objectives; initial focus on market-based ecosystem services, LLP, and FF4F Wind Working Group comprised of state/military/industry to search for common ground re wind power development in NC FF4F…initiative led by the state to keep farms in farming and forests in forestry; seek ways to improve buy local processes and procedures. Military will assist in ways allowed by law and policy LLP… SERPPAS initiative; NC has set up a state-wide effort to regrow LLP. Military role is to help ensure that LLP is grown in areas that protect/enhance training mission as well as establish natural resource corridors when those help ease the stress on training mission Output: Working to ensure that we are addressing our entire mission footprint re compatible land use; work to expand the network of partners; leverage other people’s money and expertise; sustain the heritage of rural eastern NC and support the Ag economic base currently valued at over $1B annually.
