4 USPACOM Exercise Overview
A robust, relevant joint and combined exercise program 16 prioritized USPACOM-sponsored joint exercises 200+ Service component exercises “Primary” purposes of PACOM exercises = two categories Readiness of US forces and key Allies Threat-based, plan-focused with deterrence value Engagement with key treaty Allies and partner nations Proactive, focus on improving stability and security In addition to our USPACOM Joint Exercise Program we are also involved in: - NATIONAL LEVEL EXERCISE - GLOBAL LIGHTNING - Department of the Air Force exercise UNIFIED ENGAGEMENT We currently have one exercise awaiting Joint Staff approval, “Joint Exercise India”. In the end, Warfighting readiness is the Commander’s top priority. 4 UNCLASSIFIED

Staff: 14 uniformed, 11 contracted employees Manage USPACOM Joint Exercise Program Lead US Observation Team of Taiwan Exercise Conduct annual USPACOM Exercise and Scheduling Conference Manage $70M STRATLIFT and $8M Exercise Budget (CE2) In the J71 our major task is management of the Joint Exercise Program. We break this down into 2 major categories of Warfighting Exercises and Engagement Exercises. The division includes 25 full time employees, military and contactor support and we manage a budget of just under $80M 5 UNCLASSIFIED

This slide is intended to display for you the geographic reach of our exercise program. This slide just depicts PACOM JEP exercises and does not include the 200+ component exercises conducted annually throughout the PACOM AOR. One point I would like to make is that while we designate exercises as a “readiness” exercise if it exercises a OPLAN, and “engagement” exercise if it does not. In reality all of our exercises have aspects of readiness and engagement intertwined into the exercise objectives. The American Flags indicate the 3 US-Only exercise which PACOM conducts annually. 7 U.S. Only Exercises 7 TERMINAL FURY (TF) Executive Agent: USPACOM J7
Location: Hawaii, Japan, Camp Pendleton MCB, Offutt AFB, Scott AFB Annual unilateral USPACOM / JTF CPX to conduct a strategic to operational level exercise supporting OPLAN and serves as a certification venue for JTF USPACOM play: Full staff participation PAX: 3,800 US Budget: $1.5M STRATLIFT / $3.1M CE2 ELLIPSE CHARLIE (EC) Executive Agent: SOCPAC Location: Republic of Korea; shifts annually based on engagement plan Annual CONPLAN focused exercise USPACOM play: Response Cell PAX: 600 US / 100 Host Nation Budget: $5M STRATLIFT / CE2 $330K TERMINAL FURY is the primary annual training event for HQ USPACOM staff. TERMINAL FURY is a US-only annual command post exercise (CPX) designed to support CDRPACOM continuum of events to prepare the USPACOM staff and a JTF for executing a major theater OPLAN. TERMINAL FURY provides venues for biennial JTF certification and exercising Tier 1 (Strategic) and Tier 2 (Operational) warfighting decision making and staff processes. TERMINAL FURY 10 is a JTF certification year and we currently staffing the proposed concept within USPACOM. Exercise ELLIPSE CHARLIE is an annual Command Post / Field Training Exercise (CPX/FTX) designed to evaluate the command and control operations between HQ USPACOM and SOCPAC battle staffs in a unique Focal Point environment. The primary focus of ELLIPSE CHARLIE is the command and control operations between the two battle staffs during the CPX, and a secondary objective is building regional capacity with the hosting partner nation. FTX venues change annually to gain access to, build capacity with, and maintain familiarity with a variety of regional allies. Every third year ELLIPSE CHARLIE hosts National Level Forces (JSOC) along with a FEST Team which supports a JTF (510). 7 UNCLASSIFIED

8 U.S. Only Exercises 8 NORTHERN EDGE (NE) Executive Agent: ALCOM
Location: Alaska Biennial air-centric FTX supporting tactical aspects of OPLAN. Major experimentation venue. USPACOM play: None PAX: 7,900 US Budget: $5M STRATLIFT / $19K CE2 VALIANT SHIELD (VS) Executive Agent: PACFLT Location: Waters off of Guam Maritime-centric exercise conducted to support tactical aspects of OPLAN PAX: 9,000 US / 3 CSG (tentative) Budget: $2.2M STRATLIFT NORTHERN EDGE is a biennial, US only, air centric OPLAN-oriented field training exercise (FTX). The primary focus of NORTHERN EDGE is to exercise selected JTF tactical modules of an OPLAN. NORTHERN EDGE provides the opportunity to train portions of the JTF staff, maritime operations center (MOC) and air operations center (AOC) personnel. VALIANT SHIELD is a biennial, US-only, maritime centric OPLAN-oriented field training exercise (FTX). VALIANT SHIELD supports the USPACOM ability to execute a significant OPLAN and for selected elements of a JTF HQ Staff and functional components to exercise joint tactical warfighting tasks, demonstrate readiness and showcase US military naval capability. 8 UNCLASSIFIED

KEY RESOLVE/FOAL EAGLE (KR/FE) Executive Agent: USFK Location: ROK Annual bilateral CMX, CPX and FTX to prepare combined forces to execute OPLAN USPACOM play: Response Cell and bridge level SVTC for MCM PAX: 26,461 US/ 220,000 ROK Budget: $12.8M STRATLIFT / $176K CE2 ULCHI FREEDOM GUARDIAN (UFG) Annual bilateral CPX focused on facilitating command transformation and test parts of OPLAN USPACOM play: Response Cell PAX: 30,024 US / 536,000 ROK Budget: $7.6M STRATLIFT / $120K CE2 Exercise KEY RESOLVE is a US-ROK, OPLAN-oriented war fighting Command Post Exercise (CPX) conducted annually in the Republic of Korea. KR focuses on USPACOM and Combined Forces Command (CFC) OPLANs that support the defense of the Republic of Korea under the current CFC command structure. Exercise ULCHI FREEDOM GUARDIAN is a US-ROK, OPLAN-oriented warfighting Command Post Exercise (CPX) in the Republic of Korea (ROK). UFG focuses on Korea Command (KORCOM) / ROK Joint Forces Command (JFC) transformation and is a key component of the USFK annual training program with the ROK. The purpose of this exercise is to demonstrate US resolve to support the ROK against external aggression, improve ROK/US combat readiness, joint / multinational interoperability, and transition to a supported-supporting command relationship. Both KEY RESOLVE/FOAL EAGLE and ULCHI FREEDOM GUARDIAN satisfy our mutual treaty obligations with the Republic of Korea. 9 UNCLASSIFIED

KEEN EDGE (KE) Executive Agent: USFJ Location: Japan Biennial CPX exercising CONPLAN USPACOM play: Response Cell and daily SVTCs with the Bridge PAX: 1,400 US / 1,350 JSDF Budget: $1M STRATLIFT / $824K CE2 KEEN SWORD (KS) Executive Agent: PACAF/13th AF Biennial CONPLAN focused joint FTX building on lessons from KEEN EDGE; major changes recently agreed to by Japan Joint Staff and USPACOM USPACOM play: None PAX: 1,500 US / 2,500 Japanese Self Defense Force Budget: $2M STRATLIFT / $51K CE2 Exercise KEEN EDGE is a biennial joint / bilateral, Tier 2, Command Post Exercise (CPX) that prepares USPACOM subunified commands, USPACOM Service components, and the Japanese Self Defense Forces to bilaterally coordinate US OPLAN-related activities during a regional contingency. KEEN EDGE focuses on OPLAN coordination using current regional threats in a joint, bilateral and interagency environment. USPACOM has increased it’s participation in KEEN EDGE and is using the exercise as a way to examine the stragtegic and operational seems between the JAPAN and KOREA related OPLANs. USAPACOM has also initiated movement towards tri-lateral (US-JPN-ROK) cooperation within exercises as a way to mitigate and eliminate the seems and gaps. KEEN SWORD has undergone a transformation in the last year as a USPACOM-JJS workgroup has undertaken the task to increase the joint training value of the biennial FTX with the Japanese Self Defense Forces. KEEN SWORD will focus on CONPLAN-based mission areas identified during KEEN EDGE as needing work. The next iteration of KEEN SWORD is scheduled for November 2010. Both KEEN EDGE and KEEN SWORD satisfy our mutual treaty obligations with Japan. 10 UNCLASSIFIED

11 Northeast Asia - Alaska Command Exercise
ARCTIC SAREX (ASX) Executive Agent: ALCOM Location: Rotating basis in Alaska, Canada, Russia Annual trilateral SAR conducted between U.S., Canada and Russia; currently suspended pending full resumption of mil-to-mil relations USPACOM play: None PAX: 70 US / 15 Canada / 15 Russia Budget: $200K of Nunn-Lugar funding ARCTIC SEARCH AND RESCUE Exercise (SAREX) is a trilateral (US, Russian Federation, and Canada) exercise conducted to improve search and rescue (SAR) coordination capability and to exchange SAR tactics, techniques and procedures to promote Arctic region cooperation and enhance SAR capabilities. ARCTIC SAREX was suspended for the last year and we anticipate resuming this exercise next fall following full resumption of mil-to-mil activities with the Russia. 11 UNCLASSIFIED

12 Oceania – Australia Exercise
TALISMAN SABER (TS) Executive Agent: PACFLT (2011) Location: Australia, Hawaii Biennial bilateral exercise of a CTF in a short warning, power projection and forcible entry scenario; serves as a culminating event for JTF certification USPACOM play: Response cell and daily bridge SVTC with CDR CTF PAX: 16,000 US / 9,000 ADF Budget: $27M STRATLIFT / $3M CE2 TALISMAN SABER is a biennial US / Australia exercise, which includes a combined command post exercise and field training exercise with force-on-force and live fire training modules all embedded within one linked structure. The exercise occurs in the July timeframe of odd-numbered years. TALISMAN SABER is the primary US / Australia bilateral training event exercising the selected command as a Combined Task Force (CTF) in a short warning, power projection, and forcible entry scenario. For TALISMAN SABER 2009, JTF 505 (III MEF) provided the US forces to the CTF and used TALISMAN SABER 2009 for it’s culminating event for JTF 505 certification. TALISMAN SABER also satisfies mutual treaty obligations with Australia. 12 UNCLASSIFIED

BALIKATAN (BK) Executive Agent: USARPAC Location: Philippines Bilateral CPX, FTX and HCA events focused on an alternating basis on traditional combat (CONPLAN) scenarios or non-traditional (HA/DR) scenarios; major goal for BK10 is inclusion of multinational CPX participants USPACOM play: None PAX: 5,900 US / 2,500 AFP Budget: $8.9M STRATLIFT / $389K CE2 ASEAN Regional Forum Voluntary Demonstration of Response (ARF-VDR) Executive Agent: MARFORPAC Future EA TBD Location: Philippines / South East Asia First ever ASEAN exercise to demonstrate HA/DR capabilities; co-hosted by GRP and US DOS / USPACOM; potential 2011 VDR in Indonesia with Japan as a co-host PAX: 100 US / 500 Multinational (25 of 26 ARF nations involved) Budget: $964K CCIF / future TBD BALIKATAN is currently a bilateral exercise conducted annually with the Republic of the Philippines (RP) which we are starting to make progress towards making this a multinational exercise. BALIKATAN consists of a CPX, FTX and HCA events conducted with the basic scenario rotating between traditional combat focused scenarios and non-traditional peace ops/humanitarian assistance disaster relief scenarios. BALIKATAN also serves to satisfy our mutual treaty obligations with the Republic of the Philippines. ASEAN REGIONAL FORUM VOLUNTARY DEMONSTARTION OF RESPONSE is a non-JEP event which was USPACOM-DOS co-sponsored event with the Philippines. This first time event in the Philippines was a civilian-led, military supported event was a big success in highlighting civil-military cooperation in South East Asia and included 25 of 26 ASEAN nations. Talks are on-going for the initial planning of an Indonesia led, with Japan as a co-host, ARF VDR occurring as during 2011. 13 UNCLASSIFIED

14 Southeast Asia - Thailand Exercise
COBRA GOLD (CG) Executive Agent: 2010 USARPAC / 2011 MARFORPAC Location: Thailand Annual multinational STAFFEX / CPX focused on a peace operations scenario (includes FTX and H/CA events) Full participating nations: US, Thailand, Indonesia, Japan, Singapore, ROK STAFFEX / CPX MPAT nations: Australia, France, Italy, UK, Bangladesh, Cambodia, Nepal, Vietnam, Philippines Observer nations: China, Canada, Brunei, Germany, India, Laos, Mongolia, Pakistan, Sri Lanka USPACOM play: None PAX: 7,271 US / 3,227 Thai / 262 multinational Budget: $14M STRATLIFT / $700K CE2 COBRA GOLD is USPACOM’s signature multinational exercise conducted annually in the Kingdom of Thailand and includes a Peace Operations CPX, FTX and HCA activities. COBRA GOLD is the largest multinational exercise in the Pacific involving over 25 nations. COBRA GOLD serves as a platform for regional engagement and for advancing partner nation capacity to participate in and potentially lead a multinational coalition. COBRA GOLD also serves to satisfy our mutual defense treaty obligations with the Kingdom of Thailand. 14 UNCLASSIFIED

HONG KONG SAREX (HKSX) Executive Agent: PACFLT Location: Hong Kong Search and air rescue exercise conducted with the Hong Kong Civil Aviation Department USPACOM play: None PAX: 450 US / 200 HKCA Budget: $647K STRATLIFT / $13K CE2 COMMANDO SLING (CS) Executive Agent: PACAF Location: Singapore A series of four iterations of dissimilar air combat involving six USAF or USMC aircraft per iteration PAX: 1200 US / 1200 SAF annually Budget: $750K STRATLIFT HONG KONG SEARCH AND RESCUE EXERCISE (HKX) is biennial multilateral exercise conducted to improve civil Search and Rescue (SAR) coordination capability in the Hong Kong Special Administrative Region and to exchange peacetime SAR techniques and procedures with multilateral SAR forces in order to promote regional security and interoperability. The Hong Kong SAREX is conducted biennially at the invitation of the Hong Kong Civil Aviation Department (CAD). The exercise normally occurs during the first week of November with USPACOM, the Hong Kong Civil Aviation Department and the Peoples Liberation Army - Navy (PLA-N) as active participants. Because it is the only JEP exercise conducted with the PRC, it receives full USPACOM support, due to its value in advancing security cooperation in the region. COMMANDO SLIND is a tactical fighter FTX conducted in Singapore that consists of three PACAF and one MARFORPAC iterations per year. FTX iterations consist of a three-week long exercise. CS enables USPACOM to execute its theater security cooperation engagement strategies and objectives with Singapore and fulfill the US commitments per the 2005 Strategic Framework Agreement between the United States Government and Singapore. 15 UNCLASSIFIED

Progress is being made on reducing the annual heavy nature of TF. 2) BK: We have prioritized making BK multinational over reducing the scale of the exercise. As long as we are making progess on the multinational front, BK will continue as it has historically. 3) Korea: In order to make significant changes in the PACOM JEP, we have to reduce USFK to a single JEP supported exercise annually. This does not have the support of USFK who is now indicating that despite C2 transition will be complete in 2012, the political situation will require no reduction in US Exercise presence through 2014. 4) Initially attempted to cut KS from the program in favor of an annual CPX with JPN, but this met significant pushback from the JPN military so the solution was a more joint KS FTX. 5) In both JPN and Korea we are advocating for Trilateral exercises among the US-JPN-KOR. As a starting point we are increasing USFK and USFJ participation in KEEN EDGE and UFG respecivley. = progressing towards goal = implementation issues 18 UNCLASSIFIED
