The Nation is Facing a Wide Range Of Dangerous and Increasingly Complex Threats These complex threats require flexible multi-role systems, and demand sufficient numbers to address concurrent scenarios The Characteristics Of Conflicts Are Changing As Well, Becoming More Asymmetrical and Geographically Diverse As a result, the Nation continues to depend on the Navy as “first responders” for conflicts which require speed and flexibility in execution Aircraft Carriers Provide Critical Sovereign Basing For Forward Deployed Forces Addressing Complex Threats Timely and flexible response requires keeping carriers at sea Current Naval Service fighter inventory projections show a trend, with available inventory falling. This trend is not sustainable if war fighting capability is to be preserved and readiness is to be maintained. NAVY TACTICAL AVIATION LOOMING SHORTFALL Naval aviation faces an impending TACAIR shortfall due to Current Hornet service life limits: war time usage greater than plan Inventory reductions: procurement decisions over past 15 years Delays in other tactical aircraft programs: Navy F-35C model slips Up to 4 carriers without aircraft for 15 years -240 Current Naval Service fighter inventory projections show a trend, with available inventory falling. This trend is not sustainable if war fighting capability is to be preserved and readiness is to be maintained. Inventory gap will cause operational warfighting shortfall This Navy strike fighter shortfall is rapid and dramatic, and will exceed 240 aircraft

Working together as a partnership, the Navy and the HIT has delivered substantial savings through two multi-year procurements. THE ONLY AFFORDABLE AND CAPABLE SOLUTION TO THE STRIKE FIGHTER SHORTFALL Multi-Year Procurement (MYP) Of Super Hornets The Navy is facing a tactical aviation shortfall and needs to purchase additional Super Hornets through a cost-saving Multi-Year Procurement that saves taxpayers money The Super Hornet Block II is a highly capable aircraft that provides an affordable and low-risk solution to meet the Navy’s tactical aircraft needs through 2025 The F/A-18 E/F Super Hornet program is a model for defense acquisition - on budget and on time The Super Hornet industrial base is a national asset Super Hornet program - on time, on budget, meets all requirements

7 RISK MITIGATION THE INDUSTRIAL BASE
Current DoD planning closes the Super Hornet Block II production line years before equivalent aircraft capability or production capacity is available. A Super Hornet multi-year: Protects over 100,000 jobs Prevents reduction to single fighter house Mitigates supplier industrial impact Manages risk, maintains expertise Provides linkage to future programs 1,900 companies in 46 states Action must be taken in the upcoming budget to address the TACAIR shortfall. Without capacity to overcome a gap, the nation loses the ability to respond to inventory uncertainties

8 Situation SOLUTIONS NAVY TACAIR SHORTFALL
Navy not requesting a multi-year or additional aircraft at this time SECDEF reducing Super Hornet 2010 procurement from 40 to 31 aircraft (E/F/G) Navy’s newest TACAIR shortfall projection was 243 aircraft (before latest cut) This 243 number has been shared with some congressional staffers SECDEF’s budget does not address the TACAIR shortfall SECDEF has unilaterally made the POM10 budget decisions and Services unable or unwilling to challenge (exampled by the USAF change in position on F-22) SECDEF has not answered Congress on MYPIII savings as directed by 2009 NDAA Navy’s newest TACAIR shortfall projection was 243 aircraft (before latest cut) This number is now under a Navy “gag order” until the budget is released F/A-18E/F Super Hornet Block II "MYP III Right for our Navy, Right for our Nation, Right Now"

9 SOLUTIONS NAVY TACAIR SHORTFALL
Reaching Out to Congress For Help, Is Key! Must raise the issue with Congressional Members that the strike fighter shortfall is critical to national security and additional Super Hornets will address this risk Congress must act this year to address the TACAIR shortfall, if the CNO and the SECDEF will not Congress can add additional Super Hornets in the 2009 Supplemental and the 2010 budget to start to address the shortfall A third multi-year of Super Hornets is the best solution for the strike fighter shortfall and the nation F/A-18E/F Super Hornet Block II "MYP III Right for our Navy, Right for our Nation, Right Now"
