10 Private Sanitary Sewers Operating (PSO) Permit Program

11 Private Sanitary Sewers Operating Program (PSO) Who is required to have a PSO Permit? Facilities with one, or more, Private Sanitary Sewer Pump Stations Facilities with a large Sanitary Sewer Collection System –1,000 L.F. or more of 6 in. pipe diameter, with or without a PS.

12 Main Requirements Operations & Maintenance (O&M) Manual December 1, 1999 Sanitary Sewer Evaluation System (SSES) Final report by November 12, 2002 –Must follow provisions and requirements set forth in the U.S. EPA's Sewer System Infrastructure Analysis and Rehabilitation Handbook (October, 1991 EPA/626/6- 91/030) Private Sanitary Sewers Operating Program (PSO)

13 Objectives of the Operations and Maintenance Manual To demonstrate the facility’s capability to operate and maintain the system as intended. To assure normal continues operation Prevent environmental nuisances Private Sanitary Sewers Operating Program (PSO)

14 Sanitary Sewer Evaluation Survey (SSES) To prevent sanitary sewage overflows (SSO) and exfiltration, and to reduce or eliminate infiltration /inflow of groundwater and rainwater into the sanitary sewer collection system by monitoring and required rehabilitation. –DERM prepared Guidelines

15 775 private Sanitary Sewer Systems permitted –ALL are required to do the SSES by 11/12/02 23% Submitted –ALL were required to submit an Operation and Maintenance Manual 97% Submitted Private Sanitary Sewers Operating Program (PSO)

16 Program Objective To reduce oil and grease concentrations in wastewater that is discharged to the public sanitary collection/transmission system by monitoring, sampling and educating facility operators. Grease Discharge Program (GDO)
