6.  Under the Federal Drug Paraphernalia Statute, which is part of the Controlled Substances Act, it is illegal to possess, sell, transport, import, or export drug paraphernalia as defined.  The law gives specific guidance on determining what constitutes drug paraphernalia.  Many states have also enacted their own laws prohibiting drug paraphernalia.

15. Turn any firm fleshed fruit or vegetable into a disposable smoking pipe. Move slowly as you gouge the produce from the top to create a conical cavity running three-quarters of the way to the bottom. Remove the stem and any seeds that come loose. Any plant matter left behind in the cone will cause it to clog during use. Flat spots on the side of the produce are the best place to create a seal with your lips for good suction. Pierce your firm fleshed fruit or vegetable with your thin knife starting at this flat point on the side and end at the base of cone-shaped cavity. Twisting the knife will clear a narrow tunnel. Wash out any remaining plant matter in the tunnel by running water through the it. Dry your new pipe completely before use with a paper towel. Singe the bowl with a lighter before packing in your smoking product.

16. Filter your smoke through water before inhaling for a smoother draw. Two-liter bottles hold up well when recycled into homemade water pipes with a few parts from the hardware store. Look for a narrow bronze or copper length of pipe and thread on a flange fitting that will work as a bowl. This is the part of your pipe that will come in direct contact with the flame, and it will need to be able to handle the heat. Once inserted, your stem should rest in the bottom of the bottle and protrude diagonally through the bottle. Silicone caulk will give you an airtight seal around the exit point for the stem. Another small hole is needed below the cap in the side of the bottle to act as your carburetor. Save your bottle's cap to close your water pipe for reduced spills and to keep the mouthpiece clean between uses. Replace your water often for a fresh filtered taste and be careful never to fill it with water above the level of the flange bowl piece.
