23. LE 5 - Forced Intrusion and upgrading of Security Level to Level 3 Controller Tasks Driver will approach the port facility and demand to enter. He will not have any ID and refused to follow the standard procedures. Unable to gain access, he will try to force his way in. The small boat should loiter off the port facility and will enter the port facility and get alongside a vessel. Permission is to be sought for the vessel to enter the restricted area off the port facility. The technical controller will declare that the goods scanning equipment is not working but should take measures to ensure security is not compromised. EPCT will decide on location and exact equipment to be used.
