1 £ Fair Funding RAPs Quality Staff Supply and development Services (SSE) SEND & VL Early Help and Specialist Services Compact Oversee quality, Value for Money and availability of services for schools and Early Years settings Recommend DSG top- slice for core services Sponsor and oversee RAPs Support the collaborative frameworks Represent education providers with other partners and agencies School and EY feedback on access, entitlement and case management processes Input into information and advice for parents about education provision Joint commissioning partnership, linking with Somerset Children’s Trust (Care and Health) Taking account analysis of need, evidence and views of all stakeholders Inform spending decisions by SCC & Schools Forum Commissioning universal and targeted education provision Operational Education services for children and families Outsourced (and in-house) education support services Education providers – schools and early years The Children and Young People’s Compact – 2014/15 Compact Executive Primary x2 Secondary x2 Special/PRU x2 Early Years x 2 Governors x 2 LA x3 (DCS & LMCF) 1.Strengthen links between sector RAPs that emphasize the focus on raising achievement and closing the gap; 2.Support the drive to ensure we have people throughout the service who are ambitious to provide the best for Somerset children. 3.Work with the Schools Forum to achieve fairer funding for Somerset children 4.Engage fully with the development of the Support Services for Education project 5.Make clear to schools and early years providers the opportunities to contribute to and benefit from integrated provision for the vulnerable, disadvantaged and those with high levels of need. 6.Ensure that the Compact remains relevant and fit for purpose. The Strategic Priorities – 2013/16 - excellence in teaching, leadership and collaboration The Links The Action Plan – 2014/15 The Scope and Purpose Raise achievement through collaboration, challenge and the development of the self-improving system Improve the quality of teaching and leadership, encouraging enrichment and aspiration Promote equity and improve outcomes for the vulnerable and disadvantaged Ensure access to best value services for schools and for the individual children and their families who need more Strengthen educational collaboration Further develop the Compact as a joint commissioning partnership and as the programme board that co-ordinates, directs and oversees key activities and projects relating to the improvement of educational outcomes The Continuum of Need Tier 4: Specialist placement (child) or loss of delegated powers (provider) Tier 3: Additional intervention has been authorised and funded centrally Tier 2: May need access to additional specialist support and/or receive top-up funding Tier 1: Education provider takes responsibility within delegated budget  The Director of Children’s Services, Lead Member for Children and Families and the Compact Executive Officer provide the link to the Children’s Trust  They also, along with the sector Executive Officers, provide the link to the Schools Forum and its sub- groups  Executive Officers and sector representatives link to their associations’ executives and members  The DCS and LMCF link to the SCC Cabinet and Senior Leadership Team
