LV INFRASTRUCTURE REPORT CARD PROJECT Contact all 62 LV Municipalities & Authorities. Complete an LVASCE Infrastructure Report Card Inventory & Replacement Cost Spreadsheet. Establish PAY-AS-YOU-GO Life Cycle Costs for Water, Sanitary, Storm, and Local Roadway Replacement. Estimate Modest Monthly Replacement Charges for Water & Sanitary Sewer Systems. Estimate Modest Monthly Replacement Charges for Pavement & Stormwater. Results to be Presented at Fall Stakeholder Conference.

PROPOSED LV REGIONAL INFRASTRUCTURE PLANNING & INVESTMENT MODEL LEHIGH VALLEY 2050 Vision Statement PAY-AS-YOU-GO Life Cycle Cost Funding Model Adopted. Municipal Planning Organization (MPO) and Rural Planning Organization (RPO) Infrastructure Sustainability Review. Transportation, Energy and Water Resources Committees Established for each Regional Infrastructure MPO & RPO. State & Regional Infrastructure Bank System Created to Accept Pay-Go Replacement Fee Deposits and Provide Loans for Replacement Projects.

LV REGIONAL INFRASTRUCTURE BANK ESTABLISHMENT Lehigh Valley Replacement Funds would be Deposited in Reserve Accounts A Lehigh Valley Regional Infrastructure Bank would be established consisting of participating LV financial institutions The LV Regional Infrastructure Bank would be capitalized by Reserve Account Deposits from the 62 LV municipalities & authorities.
LV REGIONAL INFRASTRUCTURE REPLACEMENT FUNDING NEEDED POSSIBLE SOURCES *Transportation: 1.Tolls 2.Vehicle Miles Traveled Fee (VMT) *Water-Sewer Replacement: 1.Water Distribution & Supply Fee 2.Wastewater Collection & Treatment Fee 3.Stormwater Collection & Discharge Fee 4.Hook-up Fees *Private Replacement: 1.Gas Distribution Replacement Fee 2.Electric, Phone, Cable Replacement Fees *All Replacement Fees to be Deposited in Dedicated Infrastructure Reserve Accounts for Funding of Approved Replacement Projects.
ENABLING STATE & REGIONAL INFRASTRUCTURE PLANNING & FUNDING LEGISLATION NEEDS 1.Pay-Go Full-Cost Pricing Required 2.Infrastructure Inventory & Condition Assessment Conducted to Establish Replacement Fees & Projects & Priorities 3.Regional Sustainability & Resilience Review by the MPO or RPO Infrastructure Committee 4.Creation of Reserve Account Requirements for all Infrastructure for Deposit in a Regional Infrastructure Bank guaranteed by a State & National Infrastructure Bank System.
