6 Standards There has been an explicit definition by the Government on open standards: –Electronic documents: XML –Data scheme: XML Schema –Electronic Signature: XML signature –Architecture: SOA –Standard communication protocols –Unique repository of e-gov schemes (Schemes and Metadata Management) –W3C International Standards

7 Interoperability Platform Since July 2009 7 Public institutions participate, supporting the development of 35 citizen-oriented transactions and 31 web services 150.000 transactions, monthly average Scheme and Metadata Manager entwined with Interoperability Platform, with 8 ground schemes and 67 obligatory document schemes Measured 1,3 million US$ in citizen savings up to now for 6 of the 35 transactions that amount to more than 50% of total transactions

9 Teachings from our Experience In Latin countries law enforcement inside the Government is not enough. Inertia must be overcome with supplementary means (money and political costs) Success needs a champion on both the donor and the receptor of interoperability services Benefits for Government as well as citizens must be demonstrable and clearly measurable in analysis stage of interoperability projects Conversely, KPI must include metrics on citizen’s benefits, and must be published Voluntary adhesion is a good start to gather critical mass, but not good to make overall improvements
