9 What This Means Go to the desired future end point 1. IP-enable the PSAPs for VoIP 2. Connect all the PSAPs to a private IP network 3. Centralize ALI/ANI, M/SAG databases for VoIP on this IP network 4. Create a third party to manage and operate the IP network and the databases and ensure equal access 5. Connect the VSPs (be they ILEC, CLEC, or VSP-pure) to the same IP network 6. Require the VSP to detect nomadic behavior and confirm 9-1-1 caller location before routing to PSAP 7. Leave the legacy wireline and wireless 9- 1-1 services on the legacy 9-1-1 tandems
