9 What This Means Go to the desired future end point 1. IP-enable the PSAPs for VoIP 2. Connect all the PSAPs to a private IP network 3. Centralize ALI/ANI, M/SAG databases for VoIP on this IP network 4. Create a third party to manage and operate the IP network and the databases and ensure equal access 5. Connect the VSPs (be they ILEC, CLEC, or VSP-pure) to the same IP network 6. Require the VSP to detect nomadic behavior and confirm caller location before routing to PSAP 7. Leave the legacy wireline and wireless services on the legacy tandems
