2 2 Basic Characteristics  NMSBA is a Standards Based Assessments  Students in grades 3-9 and 11 are assessed for their performance on New Mexico's content standards  Questions are developed for New Mexico that align to the New Mexico Content Standards, Benchmarks & Performance Standards  All Students are tested in the Content Areas – Reading & Writing, Math, Science in grades 3-9 and Reading and Math at grade 11  Assessment data used in determination of AYP as required by NCLB  Testing window February 28 – March 25  New window with extended time of one week New Mexico Standards- Based Assessment

3 3 Basic Characteristics  Grades 3-9 Available in both English and Spanish  Original items developed for Spanish in Language Arts  Untimed Test  Suggested times are provided for scheduling purposes  Sessions last approximately 50 minutes

4 New Mexico Standards- Based Assessment 4 Test Design Features of the Design  Each test contains Core Items  Items that have been tested in the field, data collected, reviewed by NM educators, and determined to be valid assessment items  Core items are used to determine performance levels and other reported scores  NRT items  Items that have been determined to align with NM content standards are included in determination of Proficiency levels  Used to establish vertical scaling across grades 3-9  No NRT scores are reported  Each test contains Field Test Items  Items that have been developed, reviewed by NM educators, and determined to be valid items that measure the standard  New Mexico educators review the data on these field tested items and determine which ones are eligible to be included in next year’s Core.

5 New Mexico Standards- Based Assessment 5 More on Test Design  The Assessments will be on a continuous (numerical) scale from grades three through nine and eleven  This requires cooperation between the two testing companies  Will allow New Mexico to develop an accurate process for tracking the performance of cohorts

6 New Mexico Standards- Based Assessment 6 Types of Questions  Reading  Multiple Choice Items and Open Ended Items based on reading passages that are both AUTHENTIC (permissioned) and developed for the test.  Writing  Multiple Choice Items and Open Ended Items  Math & Science  Multiple Choice items and Open Ended Items  All open ended items are scored with rubrics  Rubrics will be posted on PED web-site Test items include a range of depth-of-knowledge levels from simple recall to higher order thinking

7 New Mexico Standards- Based Assessment 7 Multiple Forms  New items needed every year to replace released items  30% of the test is refreshed each year  Multiple forms created to allow for field testing of numerous potential Core items  Each Content area has 4 different forms  Field test items are different on each form

8 New Mexico Standards- Based Assessment 8 Assessment Framework Assessment Framework  Identifies those standards, benchmarks, performance standards that are eligible to be measured on this type of assessment  Indicates which benchmarks and performance standards will need to be assessed in a different manner by local districts  Reading & Writing standards, benchmarks, and performance standards show the greatest variance in what is eligible to be measured on the NMSBA and what will be assessed locally  A large degree of the Math and Science standards, benchmarks, and performance standards are eligible to be measured on this type of assessment  Found on the PED website  http://www.ped.state.nm.us/div/acc.assess/assess/fra meworks.htl http://www.ped.state.nm.us/div/acc.assess/assess/fra meworks.htl

9 New Mexico Standards- Based Assessment 9 Sample Items Sample Items Sample items are posted on the PED website  Reading & Writing  Grades 5 and 8  Math  Grades 3 and 7  Science  Grades 4 and 9 Additional sample items will be posted on the PED website as finalized

10 New Mexico Standards- Based Assessment 10 Demographics & Pre- Identification  Accurate and timely submission of each student’s bio and demographic data is critical to the precise calculation of New Mexico’s AYP  NMPED will communicate the procedures, timeline, and expectations of the data submission to all test coordinators

11 New Mexico Standards- Based Assessment 11 Reporting  Scale scores are reported  Performance Categories reported at Content Level  Advanced  Proficient  Nearing Proficient  Beginning Step  National Percentile scores are not reported

14 New Mexico Standards- Based Assessment 14 Public Relations Initiatives Public Relations Initiatives  Communicate to the public, parents, the business community, and other stakeholders, the need, purpose, and value of a standards-based assessment program  Distribution of binders that include  overall messages about the new SBA  Recommended talking points for state and district spokespersons  List of anticipated frequently asked questions, with recommended answers  A contingency plan to guide state and local school district official regarding test results
