Eradication, Containment and Contingency Planning European and Mediterranean Plant Protection Organization

EPPO has developed many Regional Standards which are relevant for eradication and containment… European and Mediterranean Plant Protection Organization

EPPO standard on phytosanitary measures: General phytosanitary measures (4) Phytosanitary procedures (73) Production of healthy plants for planting (34) Pest risk analysis (4) Safe use of biological control (3) Diagnostic protocols for regulated pests (89) Commodity-specific phytosanitary measures (2) National regulatory control systems (7) Phytosanitary treatments (12)

Following standards are in particular important for eradication: ISPM No. 9 Guidelines for pest eradication programmes PM 9 National regulatory control systems (Bursaphelenchus xylophilus, Clavibacter michiganensis subsp. sepedonicus, Ralstonia solanacearum, Diabrotica virgifera, Synchytrium endobioticum, Heterodera glycines, Ambrosia artemisiifolia) PM 9 Generic elements for contingency plans European and Mediterranean Plant Protection Organization

ISPM 9 Scope: describes the components of a pest eradication programme which can lead to the establishment or re- establishment of pest absence in an area. European and Mediterranean Plant Protection Organization

Components: - general preparation - decision to eradicate, on the basis of detection, identification, pest distribution, investigation, survey, feasibility eradication European and Mediterranean Plant Protection Organization

Components (continued): - eradication process delimiting/monitoring surveys containment official measures - verification - declaration - review European and Mediterranean Plant Protection Organization

Critical points: - early detection and estimation of spread - operational and economic info - cost/benefit analysis for eradication programme - review of programme if needed European and Mediterranean Plant Protection Organization

ISPM 9 recommends contingency plans: - for pests with high potential of introduction - eradication very important and feasible European and Mediterranean Plant Protection Organization

EPPO developed RSPM: Generic elements for contingency plans Purpose: In combination with standards on NRCS will help countries to draft pest specific contingency plans For pests with a major economic and/or environmental impact European and Mediterranean Plant Protection Organization

This RSPM lists 12 essential elements: 1. background information 2. initiation of contingency plan 3. official actions on presumptive diagnosis 4. official actions to eradicate after final confirmation European and Mediterranean Plant Protection Organization

5. Review of measures in cases of prolonged official action 6. Completion of statutory action 7. Command structure 8. Stakeholder consultation European and Mediterranean Plant Protection Organization

9. Internal communication and documentation 10. External communication 11. Testing and training of personnel 12. Evaluation and revision of contingency plan European and Mediterranean Plant Protection Organization

Challenge: develop decision support tool, to guide eradication and containment actions European and Mediterranean Plant Protection Organization

Workshop on Eradication, Containment and Contingency Planning European and Mediterranean Plant Protection Organization

Nova Gorica (SI) /12 Target group 52 experts from 25 countries

European and Mediterranean Plant Protection Organization Objectives workshop: -Exchange experiences and lessons learned -Identify success factors -Critical elements for contingency plans -Implications of ISPM No. 9

European and Mediterranean Plant Protection Organization Critical factors: -Biological -Cost/benefit -Operational

European and Mediterranean Plant Protection Organization Biological, linked to location: -life cycle -optimal flying period -preferred hosts -population density of pest and/or host -tailor-made measures linked to scale of outbreak

European and Mediterranean Plant Protection Organization Biological – uncertainty detection -Early detection -Routine testing or sampling -Efficacy of traps; risk of false negatives -Effective trapping strategy

European and Mediterranean Plant Protection Organization Biological – long term factors: -Climate change -Uncertainty alternative control measures Limited practical value

European and Mediterranean Plant Protection Organization Cost/benefit factors -Role of financial compensation -Limited resources at start -Estimate of benefits -How to determine turning point -Justification Q-status

European and Mediterranean Plant Protection Organization Operational factors – general aspects: -Communication with different groups -Motivating farmers/growers

European and Mediterranean Plant Protection Organization Operational factors: -conflict of interests -delegation authority -availability of PPPs -access to private areas -logistical planning of machinery and manpower

European and Mediterranean Plant Protection Organization Operational factors (continued): -tracing forward -timing of removal of infested material -enforcement official actions -disposal of infested material

European and Mediterranean Plant Protection Organization Follow-up… Questions?

European and Mediterranean Plant Protection Organization Discussion questions: -Are contingency plans drafted in your region? For which pests?

European and Mediterranean Plant Protection Organization What do you consider the most important elements in a contingency plan?

European and Mediterranean Plant Protection Organization What do you consider the most critical success/failure factors in eradicating an outbreak?
