31 Finland flat hierarchy, less fear of failure and less bureaucracy as key factors government financial support for entrepreneurs is “quite nice” in Finland competent developers available, good infrastructure scene is still young and needs “more growth and entrepreneurial skills” many success stories (e.g., game industry) Germany: more of a hierarchical approach first thing is need to minimise bureaucracy Planned: Simplified processes STARTUPS
