2 FETWater Programme ( Framework Programme for Research, Education and Training in Water) Funded by DWAF and Flemish UNESCO Science trust (Phase I: 2002 -2005;Phase II: 2006 -2010; Phase III currently being explored) Supports training and capacity building networks related to integrated water resource management (IWRM) in the water sector. Provides institutional and financial support to encourage the creation of training networks as a method for effective co- operation between universities, research institutions, and the public and private sectors.

3 Why collaborate? Masibambane III is consolidating WR/ WS interface and is providing significant funding. Emerging clarity in water sector landscape.. institutional realignment (CMA, WUA, Water utilities) … process requires additional capacity FETWater knowledge networks have done significant groundwork…. can strengthen Masibambane structures and can be pivotal in appropriate knowledge transfer and capacity building initiatives

5 Masibambane III 2008/9 Business Plan R418.45 million committed to projects related to: - Governance, - Organization and Transformation Water Services - Water Resources Management - Improving Financial Management Processes and Systems -Organizational Systems & Functions -International Co-operation & Relations. Water Resource Management has a budget allocation of R94.6 million. - Water for Growth and Development, -Water Conservation and Demand Management -Regulations and Monitoring of Water Quality

6 Masibambane III 2008/9 Business Plan Governance, Organization and Transformation allocation of R 124.48 million may also provide opportunities for the FETWater programme - Support for NGOs, - Provincial Water Sector Planning - Institutional Support. A scan of the budget allocations in the more established Water Services line item indicate that support for the following can be provided opportunities within the scope of the programme: - development of information systems - development of technical assistance centers - posts to support institutional development

12 Key challenges identified by Masibambane Coordinating Committee (MCC- Oct 2008) for Water Resource Management cluster Consolidation of the Water Resource / Water Services Interface Accelerate review of Water sector Leadership Group to incorporate water resources aspects, broad but high level sector participation, and alignment with other structures Further opportunities for WS/WR integration of structures should be explored in each province. Developing an approach to Water for Growth and Development. Providing Support to CMAs & developing M&E systems Existing FETWater networks are well placed to contribute positively to meeting the challenges

Review and alignment of Masibambane WR strategies and support structures Facilitate a Joint FETWater/ Masibambane workshop to review WR landscape and frame an aligned and coherent strategy for the support priorities identified. Based on the outcomes the workshops, projects to address the support priorities can be identified and consolidated into a WMI Strategic Support Business Plan for presentation to MCC for approval. FETwater network capacity has potential to provide impetus to Masibambane in the following areas

Providing support to WMIs through participation regional structures thereby consolidating the WR/WS interface and capacity building support Strengthen regional sub structures as required to give effect to WMI Strategic Support BP outlined above. Participation of network partners can ensure that appropriate knowledge sharing and skills development capacity can be developed in the region. In the context of this regional synergy on projects coherent framework for IWRM Capacity Building and Training can be developed and implemented FETwater network capacity has potential to provide impetus to Masibambane in the following areas
