European Commission - DG Environment Clean Air for Europe Marion Wichmann-Fiebig European Commission DG Environment, Unit C1

European Commission - DG Environment Clean Air for Europe Contents 1. Major AQ Objectives 2. AQ Policy So Far 3. The CAFE Programme 4. Co-Operation and Stakeholder Involvement 5. Thematic Strategy

European Commission - DG Environment Clean Air for Europe 1. Major AQ Objectives (1) l The pollutants of greatest current concern are particulate matter, ozone and deposition l particulate matter causes premature deaths l there does not appear to be any no-effects threshold l relevant metrics (PM10, PM2.5, number of particles) have yet to be decided

European Commission - DG Environment Clean Air for Europe 1. Major AQ Objectives (2) l ozone also effects human health and vegetation l being a secondary pollutant abatement strategies for ozone must address precursors l exceedences of long term objectives must be expected for foreseeable future l via deposition heavy metals may enter the food chain and affect drinking water

European Commission - DG Environment Clean Air for Europe 1. Major AQ Objectives (3) l transboundary transport is important for ozone and small PM fractions l local AQ is affected by larger PM fractions and urban ozone plumes l deposition affects the local environment but also has a transboundary character

European Commission - DG Environment Clean Air for Europe 2. AQ Policy So Far (1) l Air quality limit or target values m SO 2, NO x, PM10, lead m CO, benzene m ozone l National emission ceilings m SO 2, NO x, VOC, NH 3 m to combat acidification, eutrophication and ozone pollution

European Commission - DG Environment Clean Air for Europe 2. AQ Policy So Far (2) l Auto oil programmes m vehicle emission and fuel quality standards l Emission limits and product standards in other sectors m IPPC, LCPs, solvents

European Commission - DG Environment Clean Air for Europe 3. The CAFE Programme (1) l Technical Analysis - gathering scientific information l Implementation and review of existing legislation l Effective links with sectoral emission policy l Develop thematic strategy by 2004/5 l Dissemination and policy advice

European Commission - DG Environment Clean Air for Europe 3. The CAFE Programme (2) Technical Analysis m indicators and targets based on scientific evidence m emission inventories, AQ assessment, AQ and emission projections, cost-effectiveness studies, integrated assessment modelling m need to strengthen links between policy and research

European Commission - DG Environment Clean Air for Europe 3. The CAFE Programme (3) Implementation and Review m in accordance with legal obligations m but also looking beyond established policy Sectoral and Source-specific strategies m LCPs, vehicle emissions, IPPC, VOC/solvents m sectoral integration m two-way information flow with CAFE

European Commission - DG Environment Clean Air for Europe 3. The CAFE Programme (4) Strategy development m specific goal to develop thematic strategy by 2004/5 m need to constantly reevaluate priorities and instrumentsDissemination m public information is seen as high priority m data and reports accessible via the internet

European Commission - DG Environment Clean Air for Europe 4. Co-operation and Stakeholder Involvement (1) UN/ECE - CLRTAP m need for strategic and technical co-operation m input with regard to effects on vegetation m ozone level I/II, depositionWHO m WHO AQ guidelines are fundamental input m agreement on review of guidelines

European Commission - DG Environment Clean Air for Europe 4. Co-operation and Stakeholder Involvement (2) Steering Group m Member States, Accession Candidate Countries, NGOs m advice on CAFE strategy Working Groups m Implementation m PM review m Target Setting and Policy Assessment

European Commission - DG Environment Clean Air for Europe 5. Thematic Strategy CAFE will lead to thematic strategy in 2004/5 l in-depth review of legislation and policy l public availability of data and indicators l results of analysis on required measures l proposals for new AQ standards and NECs l report on measures to reduce emissions
