10 © coeur4life Top management level General misconception regarding European research projects European research schemes are not to provide basic funding for research institutions, but to enable cooperation and achieve results which would not be achievable otherwise Uncertainty about mid and long term future, need for strategic planning and vision Inflexible research agenda and structures Luck of tradition and culture of competitive project- based multilateral research activities
