2 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 2 Introduction Just for the sake of convenience, throughout this document a potential M2M standards consolidation activity is called: M2M Global Harmonization Initiative (MGHI) Each Criteria presented is categorized as either: –Agreement Threshold: basic level of agreement needs to be reached on this item by the initial Partners as a threshold to achieve a Go decision to initiate an MGHI. –Achieved During Formation: agreement on this item can be achieved during the formation of an MGHI (i.e., after the Go decision has been made) The Criteria are listed in ATIS view of priority. This list presents an optimum set of thresholds to facilitate the most successful start for an MGHI that can move forward quickly once established.

3 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 3 Criteria (1) Vertical Participation –Agreement Threshold Commitment from several (at least 3) significant vertical market SDOs/Fora/Associations to participate in a MGHI. –These are labeled Vertical Market Partners (VMP) for convenience –Significant = measurable scale; large market importance; and large regional(s) covered by the Vertical –Preferable that the VMPs be global in scope –Examples include: Connected Home, Connected Vehicle/telematics, eHealth, Smart Grid, etc. –Committed participation of VMPs from the initiation of the MGHI is required to: »ensure the MGHI works is not that of a telecom-centric organization »properly focus and balance the work »ensure there is value to the vertical markets

4 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 4 Criteria (1), continued Vertical Participation (contd) –Agreement Threshold, contd Agreement for equal participation, rights and position for VMPs Balance among industries represented by the VMPs is required (whether regional or global) The ratio of regions represented by the VMPs is preferred to approximately reflect the ratios represented in M2M-Cons01(11)17 Each regions should identify their candidate VMPs since each region has different focus, participation level, numbers of verticals, etc. –Achieved During Formation Several additional vertical market SDOs/Fora/Associations to agree to participate in a MGHI should be an objective (regional or global)

5 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 5 Criteria (2) Technical Scope –Agreement Threshold Agreement that initial scope is FOCUSED on three items/areas: –Service Layer (definition of Service Layer to be clearly defined and agreed) –Test Specifications for Service Layer –Conformance for Service Layer Agreement that an initial MGHI activity is to jointly analyze, with the VMPs, the intricacies/issues of defining a Common Service Layer across multiple verticals –Discover divergences - > Address as early as possible Agreement for Common Service Layer to be access network agnostic Willingness from other SDOs/Fora/Associations that relevant work will be contributed or shared with MGHI –Liaison; Transfer; etc.

6 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 6 Criteria (2), continued Technical Scope (contd) –Achieved During Formation Identification and integration of regional/government requirements and agencies Reaching agreement for additional scope and/or ongoing work of MGHI –Scope to be considered after Common Service Layer specification is complete (or sufficiently progressed?) –Example: whether to include other topics in the MGHI scope like Terminal/Device or Embedded Module related specifications or not?

7 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 7 Criteria (3) Timeline –Agreement Threshold Identify and reach agreement on approximate, target time frame for initial Common Service Layer specification –Targets –Timeline –Achieved During Formation Identify and reach agreement on workplan timeline including major milestones Identify and reach agreement on target time frame for additional scope and/or ongoing work of MGHI

8 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 8 Criteria (4) Organizational Relationships –Agreement Threshold Identify and agreement on how MGHI will work with SDOs & Consortia, including ITU-T, 3GPP, IEEE802, & Vertical SDOs/Consortia (list to be agreed) Identify and reach agreement on how to not disrupt access and core network work in 3GPP/3GPP2 –Achieved During Formation Determine relationships with regional/government agencies and their requirements Identify and agreement on how to work with other SDOs, Fora, Associations not in the Agreement Threshold list (includes Verticals)

9 Meeting of Potential M2M Consolidation Partners #2 17-18 August 2011 9 Criteria (5) Organization Structure including: Secretariat, Logistics, Funding/Dues, Membership Process, Voting, Operating Rules, IPR Related Issues (e.g. trademark, copyright, marketing, promotion, etc.) –Agreement Threshold EARLY Participation of Vertical Market Representatives in these discussions, decisions, agreements is required. Identify and reach agreement on most, if not all, of items in above (at least in principle of major points) In order to avoid telecom-centric perception, it is better to start from fresh view –even though successful constructs from existing organizations like 3GPP should be brought to the table, so should constructs from non-telecom centric SDOs, fora, associations –It is better to start from listing basic criteria and requirements that should be met by the Structure, Secretariat, Logistics, Funding/Dues, etc., and then bring forward the possible existing constructs or new constructs that meet those criteria and requirements
