3 Planning Grants: Overview Competitive funding opportunity for public and private nonprofit organizations seeking Federal assistance to plan for the development of a comprehensive primary health care center under the Health Center Program. 3

4 Planning Grants: Intent The Health Center Planning Grant funding opportunity is intended to support organizations in the future development of a section 330 health center. 4

5 Planning Grants: Expected Funding in FY 2011 $10 Million Approximately 125 grantees 5

6 Planning Grants: Funding Requests One-time Federal section 330 funding to plan for the development of a health center One year project period: August 1, 2011 to July 31, 2012 $80,000 funding cap 6

7 Eligibility Requirements Applicant is a public or private, nonprofit entity. Applicant is not currently funded under sections 330 (c), (e), (g), (h), (i), or (l). Only one application may be submitted for a single service area. Application proposes planning activities for all of the five section 330 (c)(1) planning areas associated with the development of a section 330 health center. 7

8 Eligibility Requirements (Continued) Applicants must present a sound plan for achieving compliance with the requirements of section 330 of the PHS Act and regulatory requirements. Applicants must demonstrate the need for health services in the proposed service area, and how the Planning Grant project will further progress in developing a comprehensive section 330 health center. Applicants must present a sound and complete work plan for a one-year planning project, as well as any necessary future steps to develop an operational health center. 8

9 Funding Factors Demonstrate the need for primary and preventive health care services. Present a sound and complete work plan. Present a sound and complete application. Demonstrate collaboration. 9

10 Funding Restrictions Ineligible uses of HCPG funding: –Provision of patient care services –Service expansions (e.g., extended clinic hours, expanded clinical services, etc.) –Capital equipment used for reimbursable patient care and services –Land or facility purchase, construction, or alteration/renovations –Grant writing expenses 10

11 Two Funding Priorities A funding priority is defined as the favorable adjustment of combined review scores of individually approved applications when applications meet specified criteria. High Poverty Area (5 points) Sparsely Populated Rural Area (5 points) 11

13 Electronic Submission: Process Phase 1: Grants.gov –Applicants should register early! –Organization must register in the Central Contractor Registry (CCR) and Data Universal Numbering System (DUNS) prior to registering in Grants.gov. –Applicants must receive a validation email from Grants.gov. Phase 2: Electronic Handbook (EHB) –Upon completing the Grants.gov submission, applicants will receive an e-mail confirmation with a tracking number. Allow 7 days for e-mail notification. 13

15 Submission in HRSA’s Electronic Handbook (EHBs) Once an application is received from Grants.gov and downloaded into the EHB, HRSA will issue the applicant a tracking number. 18 Project Work Plan HCPG Applicants are required to address ALL required goals for the five planning activity areas: Conducting a comprehensive needs assessment Designing an appropriate health care service delivery model Efforts to secure financial, professional, and TA Increasing community involvement in development/operation of a health center Developing linkages/building partnerships with other providers in the community 18
